MP Vijay Goel donates one month salary to Prime Minister’s Relief Fund
In wake of the massive floods and widespread loss of lives and property in Jammu and Kashmir, Rajya Sabha MP and Former BJP Delhi President Vijay Goel is donating his one month salary as Member of Parliament to Prime Minister’s Relief Fund.
Mr. Goel said, “All of us must join hands to help the relief and rehabilitation efforts in J-K. Prime Minister Sh. Narendra Modi has already made an appeal regarding this which inspired me to take this small step of donating my salary.The relief and rehabilitation efforts would need to be carried out at an unprecedented scale in Jammu and Kashmir and all of us should try and contribute as much as we can for our brothers and sisters affected by this natural calamity."
Prime Minister has already swiftly given Rs.1000 crore from Centre to help disaster-stricken people of Jammu and Kashmir showing the NDA government's commitment to help the flood affected people of J-K.”
Mr Goel said, “The Central Government would continue to provide all possible assistance to the Government of Jammu and Kashmir for rescue, relief and rehabilitation efforts.
"Our armed forces have done commendable job in the ongoing rescue and relied efforts. A large number of volunteers and non-governmental organizations have also made exemplary effort. It is time for the whole country to stand by the people of Jammu and Kashmir," said Mr. Goel.
Goel Congratulates ABVP on its victory
Rajya Sabha MP and Former BJP Delhi President Vijay Goel today congratulated ABVP for scoring a massive victory in DUSU election.
Former DUSU President Vijay Goel said, “Citizens especially youth is connected with the development works and thoughts of Prime Minister Narendra Modi. He has always scored a victory with whichever institution he has been associated with. Mr. Goel said that Modiji is famous amongst youth and these elections have been affected by it”.
Being an ABVP member himself Mr. Goel said that “ABVP is the only student organization which is directed towards a developing leadership quality amongst DU student.
Mr. Goel said that like me, many leaders from ABVP have reached parliament and they received their training in ABVP.
Last time too ABVP scored a huge victory and this time by winning all four seats they have raised the flag of Victory in DU. ABVP workers left no stone unturn to make this happen and campaigned from college to college and across the city.
Goel meets LG regarding development of Chandni Chowk
Rajya Sabha MP and Former BJP Delhi President, Vijay Goel called North Delhi Municipal Corporation’s decision to give complete exemption from property tax on heritage buildings, a historic event.
Mr. Goel said that, “We have been struggling for this for many years and on December 20th, 2013 as President, Delhi BJP with leaders of all three corporations, we had collectively taken a decision to waive off tax on heritage properties.”
Mr. Goel said that, “Like North Delhi Municipal Corporation, South Delhi & East Delhi Municipal Corporation should also consider waiving off tax on heritage buildings and properties. This would encourage heritage conservation in the city.
On 25th February, 2010 Urban Development Department in Delhi Government issued a notification with a list declaring 767 heritage sites in the city. Four years hence Municipal Corporation of Delhi through Section 490A and 115 (1) has relieved these heritage buildings from property tax.
Around 181 buildings which include Private Havelis, Temples, Mosques, Gurudwaras, Hospitals, Town Hall, Bank Buildings, School etc are located in Chandni Chowk area of Old Delhi. And most of these buildings are in a decaying and dilapidating condition.
Mr. Goel said that, “Inhabitants of these private havelis cannot successfully maintain these properties wherein the third – fourth generation of owners of these havelis do not appreciate and treasure the relevance of these havelis and end up selling at dirt cheap price to either builders or are destroying it structure through half hazard construction. Government should allocate fund for maintenance of facades’ of these private havelis, else a day will come when not a single haveli would be left in Chandni Chowk.
Mr. Goel said that, “Shahjahanabad Development Board and Archaeological Survey of India (ASI) has completely failed in fulfilling its responsibilities. Mr. Vijay Goel met Lieutenant Governor of Delhi Mr. Najeeb Jung in this regard and expressed his concern over condition of Heritage Structures in Old Delhi and across Delhi and said that, Government should immediately take steps in this regards.
For next housing scheme, build houses under public – private partnership – Vijay Goel
Rajya Sabha MP and Former BJP Delhi President Shri Vijay Goel today met DDA Vice Chairman Shri Balwinder Kumar and clearly stated Delhi Development Authority should reserve 80% flats in its new housing scheme for Delhiites which offers 25,600 flats across the city. He further added that, if required, he would meet the Urban Development Minister and the Prime Minister, in this regard.
Stating that the decision taken by DDA is wrong, Mr. Goel said that, “Its Delhi Development Authority and not Hindustan Development Authority where people from all across the country can apply for a flat. People who say that Delhi is the capital of the country and people from all across India can apply here for flats; are forgetting that people from various states are settled here and are migrating to the national capital in large numbers wherein many of them can’t afford expensive land or flats. If there are no flats left for them, where will they go?”
Shri Vijay Goel told DDA Vice Chairman that in future whatever provision there is for building new flats, DDA should consider Public-Private Partnership, which will further ensure that better quality flats are built.
Shri Goel said that, “I had also raised this issue of reservation of flats for people staying and working in Delhi back in 2010, when a scheme of 16,000 DDA flats was launched.” He further added that people from outside Delhi are interested in investing in these flats because they are cheaper than market rates.
Most people end up selling these flats to Delhi residents in black market which further results in an increase in property rates.
Surprisingly, it’s been noted that people with a 10 sq yard piece of land or a small flat, cannot apply for these flats wherein people from outside Delhi having a 2000 sq yards flat, can still book these small flats.
Bringing Vice Chairman’s attention on the poor condition of parks, litter lying at Rohini greenbelt, cleaning of piles of dried leaves, pending underground parking at Yamuna Vihar, and drawing attention towards an alternate plant for farmers, Mr. Goel said that boundary walls should be built around all vacant DDA plots. Else they end up becoming a dumping ground or a place where small shanties built which will further cause problem to nearby residents.
MP Vijay Goel advocated for facilities for Delhi Police in Rajya Sabha
During a discussion in Rajya Sabha on the functioning of Home Ministry in the presence of Home Minister Shri Rajnath Singh; Rajya Sabha MP Shri Vijay Goel advocated for the need of more facilities for Delhi Police. We have a lot of expectations from Delhi Police. In the absence of adequate facilities, how can any personnel from Delhi Police function properly? Delhi Police has strength of 87,000 personnel out of which around 10% are suffering from mental illness.
Till date, the Delhi Police gets an allowance for cycle at Rs. 20/month and those who have cars get allowance of Motor Cycle and that too Rs. 150/month, with which one can buy only 2 litre of petrol. Their uniforms are such that one doesn’t even feel like wearing them.
Mr. Goel said that, “Para-military and Delhi Police personnel do not raise their voices because they are disciplined, which is why their voices are being raised in the house today. There are not even 5% houses for 87,000 policemen; there should be a provision for more houses for them. Cops are 24*7 on duty, even on holidays like Diwali, Holi, Raksha Bandhan etc. If we want to curb corruption in police, then we must aim to reduce their working hours of duty. Their house rent is 15% of their basic salary and a sub-inspector gets only Rs. 2000 as rent amount.
Demanding more leaves for them Mr. Goel said that, “Holidays for personnel of Delhi Police are almost negligible and such an image has been created about them that every policeman is perceived to be corrupt.”
The Home Minister in his response to the issue raised in Parliament by Mr. Goel said that, “Our Ministry will consider providing more facilities to Delhi Police and will also focus on the issue of about 10% of 87,000 policemen suffering from mental illness as reported in the parliament.”
Mr. Goel also said that, “With recent events happening globally that pose a threat to human existence, India is the only country where Hindus across the globe can take shelter when in pain. However, the cost for application for Indian Citizenship has been raised by 20 fold from Rs. 500 to Rs. 10,000 which is burdensome for these people. The Government should consider giving them Indian Citizenship because
India is the only place for Hindu’s all across the globe.
Shri Vijay Goel also raised the issue of infiltration in the country and highlighted that around 2 – 5 crore illegal immigrants have entered India through Assam and other places. There should be National Register for Citizenship for them. It is because of this infiltration that our culture has been distinctly affected by it at various places.
The Home Minister gave assurance that they will put in consideration the framework for National Register for Citizenship and will soon implement it.
Supported cause of migrants in Delhi, demanded better facilities for them: Goel
Rajya Sabha MP and former Delhi BJP President Sh. Vijay Goel today said that he has always supported the cause of those who have migrated to Delhi from any part of the country. He expressed shock and dismay at the way his speech in Rajya Sabha has been distorted by certain vested interests.
Addressing a press conference today Sh. Goel said, "My stand has no this issue has been consistent. I have always maintained that those who have migrated to Delhi should be provided with all possible facilities required for a good quality life."
“In 5 lakh jhuggis in 1200 slums settlements more than 30 lakh people live in Delhi. Most of them are from other states . I said in my speech in Rajya Sabha that the people living in these areas should be provided with basic amenities.”
"I myself as well as the BJP has always supported the cause of migrants from other states in Delhi. Certain vested interests are unhappy with the growing popularity of BJP in Delhi and hence they are trying to create an unnecessary controversy by distorting facts. This is being done for petty political gains. It is deplorable," said Sh. Goel
Sh. Goel categorically said that in his speech on Delhi budget in Rajya Sabha on July 31, he did not oppose the migration of people from Uttar Pradesh and Bihar in Delhi.
Sh. Goel said, “My speech is available on Rajya Sabha’s official website and anyone can see that facts are being distorted. I clearly spoke in favour of more facilities for people from Bihar and Uttar Pradesh who are compelled to migrate to Delhi due to lack of opportunites at their native places.”
"Ï said students from UP and Bihar are compelled to come to Delhi in search of good colleges. I also mentioned in my speech that We should ensure that top colleges of Delhi University like SRCC, Hindu College and St. Stephens should operate on franchise model like Delhi Public School and open the branches of these colleges in various places in other parts of the country so that needy and poor students do not have to come all the way to Delhi.”
“I also said that the students who come to Delhi from any other states should be provided with hostel facility. I have always maintained that four percent preference should be given in admission to colleges in Delhi for students who have passed out of Delhi. Those students who belong to other states should also get this benefit if they have pass their class XII exams from any Delhi school. It doesn’t matter whether the student is from UP, Bihar,
Tamilnadu or Himachal Pradesh, the criteria should extend to students from all states if they are taking their senior secondary examination in Delhi.”
Sh. Goel said, “The fact is that I argued and demanded more facilities for JJ clusters, slums and unauthorized colonies where a large section of migrant population from other states is living. I also emphasized that NCR should be developed urgently to provide better living conditions to people from other states coming to Delhi in search of opportunities"

Highlights of speech made by Rajya Sabha MP Shri Vijay Goel in Parliament on Delhi Budget
Rajya Sabha MP and Former Union Minister Shri Vijay Goel today congratulated Finance Minister Shri Arun Jaitley for presenting a comprehensive budget for Delhi. In his address to Parliament on Delhi Budget, Mr. Goel reflected upon how much damage has been done in Delhi in the last 50-60 years that added a huge responsibility on the Finance Minister.
Demanding Statehood for Delhi, Shri Vijay Goel said that, “Delhi Development Authority, Police and Traffic Police should be under Delhi Government and the that security of important places can come under Central Government.
He said that, ”Every year more than 6lakh people from Bihar, Uttar Pradesh come to Delhi in search of employment for them there should be such arrangements in the national capital that it doesn’t put additional burden on the resources in the city and they can also be benefitted.
“Students from states like Rajasthan, Uttar Pradesh, Bihar etc come to Delhi in search of admission in DU colleges. However, if prestigious institutions like SRCC, St. Stephens, Hindu open their branches in other states then students will not have to come to Delhi. We should open more hostels for students migrating from other states. Also, Students passing out class 12th from Delhi relating to any state should be given 4 percent relaxation in admission criteria in Delhi University” said Goel.
Shri Vijay Goel said that, Congress gave lollipop to residents of unauthorized colonies in the name of Provisional certificates but didn’t regulate them.
However, the Finance Minister kept a provision to regularize unauthorized colonies for which he should form a committee and should begin work on the same immediately.
He lambasted Congress for making provisions and plans for residents of JJ clusters which could not be implemented due to rampant corruptions in their tenure.
Reflecting on power distribution crisis in Delhi Mr. Goel said that, “Delhi needs atleast four more power distribution companies in Delhi to reduce monopoly and competition amongst them will benefit the public. Delhi just doesn’t need 30 percent subsidy only, but our aim should be to get power from these companies at lower costs”
He also said Delhi should be declared World Heritage City. We should initiate conservation projects of Delhi’s heritage monuments which can be further promoted for tourism purpose.
Power subsidy in Delhi budget will benefit bulk of consumers: Goel
Rajya Sabha MP and former Delhi BJP President Sh. Vijay Goel today welcomed the provision made for power subsidy in the Delhi budget presented by Union Finance Minister Sh. Arun Jaitley in Lok Sabha today. No new taxes have been imposed in the budget for Delhi which will provide great relief to the people of Delhi. The announcements made in the Delhi budget clearly show that led by Prime Minister Sh. Narendra Modi, the NDA government is taking concrete steps to fulfil all the commitments which were made during poll campaign, said Sh. Goel
“When AAP ruled Delhi for 49 days, it did not make any provisions for the power subsidy to continue in the long run and hence consumers were burdened with higher electricity bills but now with provision of a subsidy ranging from 80 paisa per unit Rs 1.20 per unit for consumers using upto 400 units of electricity will go a long way in easing the burden on them,” said Sh. Goel. The bulk of consumers in Delhi will be covered by this subsidy, he added.
Sh. Goel also hailed the Delhi budget for announcing six new hostels for working women and sewage and water facilities for unauthorised colonies. Both Congress and AAP had only paid lip service to the cause of unauthorised colonies in Delhi but the BJP government has shown its resolve to implement the welfare measures on the ground, said Sh. Goel.
The Delhi Budget has also made provision for increasing number of beneficiaries of old age pension from 3.9 lakh to 4.3 lakh which will benefit the senior citizens. In addition, the provision constructing a multispeciality hospital in rural area in South Delhi and setting up of a new medical college in Rohini will greatly improve the access to health facilities for the city residents. The provision for constructing public toilets in JJ clusters is another major step which would make difference in lives of lakhs of people living in these clusters in the city.
While the Congress government had shut down many government schools in the city and AAP government had failed to take any steps to address this situation, the union finance minister has announced setting up of 20 government schools. “This was a much awaited announcement as the education system in the city is crumbling due to complete neglect of government run schools in the past.”
To address the water crisis in the city, the BJP led NDA government has announced setting up of two new water treatment plants and a connecting canal between Munak canal and Haiderpur water treatment plant. This will go a long way in ensuring regular water supply to larger number of city residents, said Sh. Goel.
Centre has shown timely concern for power, water reforms in Delhi in Budget: Goel
Rajya Sabha MP and former Delhi BJP President Sh. Vijay Goel today thanked the Union government for ushering Delhi into a new era of power and water reforms by allocating Rs 700 crore for the same in the union budget.
“ This was a much awaited step and will go a long way in ensuring water supply to all Delhi’ites in the long run. More than half of Delhi residents do not get piped water supply regularly. The quality and quantity of water is under constraint in the Capital of the country and the water sector needs complete revamp for which neither the Congress government did anything nor AAP government took any steps.
Similarly the power reforms will help to have better and more transparent system of power supply. In absence of reforms during the Congress regime, the power sector in Delhi has become a major source of trouble for common people,” said Sh. Goel.
The Union Finance Minister Sh. Arun Jaitley has also announced setting up of a “Hastkala Centre” in Delhi. This would add to the rich cultural legacy of Delhi and put the city on world map in terms of promotion of Indian handicraft, said Sh. Goel.
The Budget 2014-15 has made a strong visionary statement and showed the intent of the government. “Women safety, urban renewal, employment generation and use of technology have been given high priority. This is bound to benefit city like Delhi where all these issues are important,” said Sh. Goel.
