नई दिल्ली : राज्यसभा के 249वें सत्र के शून्यकाल की चर्चा के दौरान गुरुवार को सांसद और वरिष्ठ भाजपा नेता विजय गोयल ने दिल्ली-एनसीआर में धोखेबाज बिल्डरों से धोखा खाए लाखों घर-खरीददारों की समस्या का मुद्दा उठाया। यह कहते हुए कि यह धोखाधड़ी मध्य-वर्ग के साथ बलात्कार के समान है, उन्होंने कहा कि जो बिल्डर छल-पैसे की लालसा से जानबूझकर घर-खरीददारों को धोखा देते हैं उन्हें फांसी जैसी सजा मिलनी चाहिए। 
चीन, वियतनाम और थाईलैंड सहित कई देश ऐसे वाइट-कॉलर अपराधों के लिए मृत्युदंड की नीति रखते हैं। गोयल ने कहा कि हालांकि सुप्रीम कोर्ट के फैसले से आम्रपाली ग्रुप के 48,000 फ्लैट-खरीददारों को राहत तो मिले, लेकिन शेष लाखों घर-खरीददार आज भी न्याय की प्रतीक्षा कर रहे हैं। घर-खरीददारों की समस्या के बारे में विस्तार से बताते हुए उन्होंने कहा कि फ्लैट-खरीददारों को होम लोन की ईएमआई और अपने वर्तमान घरों के किराए की दोहरी मार झेलनी पड़ रही है, जबकि धोखाधड़ी करने वाले बिल्डर इन लोगों की मेहनत की कमाई को लूट कर अभी भी गायब हैं। 
इन लंबित प्रोजेक्ट्स की संपत्ति और इन्वेंट्री के परिसमापन के बाद मिली राशि पर पहला अधिकार, बैंको का या लाइसेंसिंग अथॉरिटीज का नहीं, बल्कि घर-खरीददारों का होना चाहिए। गोयल ने मांग की कि धोखाधड़ी करने वाले डेवलपर्स के अलावा, इन अधूरी आवास परियोजनाओं में हिस्सेदार हस्तियों के खिलाफ भी कार्रवाई की जानी चाहिए यदि उनके द्वारा प्रचार किये गए प्रोजेक्ट्स फर्जी निकलते हैं।

नई दिल्ली || भारतीय जनता पार्टी (भाजपा) के वरिष्ठ नेता विजय गोयल ने दिल्ली में सत्तारूढ़ आम आदमी पार्टी (आप) और कांग्रेस पर यह कहते हुए निशाना साधा कि दोनों पार्टियों ने अनधिकृत कॉलोनियों को नियमित करने के मुद्दे पर लोगों को ‘‘बेवकूफ” बनाया है। भाजपा नेता की अगुवाई वाले ‘अनधिकृत कॉलोनी महासंघ’ ने जंतर-मंतर पर विरोध प्रदर्शन कर मुख्यमंत्री एवं आप प्रमुख अरविंद केजरीवाल पर अनधिकृत कॉलोनियों के नियमन पर लोगों को “भ्रमित” करने का भी आरोप लगाया। गोयल के अलावा लोकसभा सांसद हंस राज हंस और परवेश साहिब सिंह वर्मा भी इस विरोध प्रदर्शन का हिस्सा थे। उन्होंने कहा, “दिल्ली में 1,797 अनधिकृत कॉलोनियां हैं और सात लाख लोग उनमें रह रहे हैं। कांग्रेस 15 साल तक सत्ता में रही जबकि आप पांच साल तक। उन्होंने अवैध कॉलोनियों के नियमन के लिए कुछ नहीं किया।’’

गोयल ने कहा कि जब केंद्र ने अवैध कॉलोनियों के नियमन के लिए मापदंडों की अनुशंसा करने के लिए उपराज्यपाल की अध्यक्षता में एक समिति गठित की और यह समिति एक रिपोर्ट के साथ सामने आई तब केजरीवाल को महसूस हुआ कि वह लोगों को “बेवकूफ” बना सकते हैं और केंद्र सरकार के काम का श्रेय ले सकते हैं। भाजपा की दिल्ली इकाई के पूर्व प्रमुख ने कहा कि यह केजरीवाल के ‘‘झूठ” की वजह है कि ‘आप’ ने केवल एक बार चुनाव जीता है और उसके बाद कोई चुनाव नहीं जीता। विरोध प्रदर्शन में ‘हमारा सीएम कैसा हो, विजय गोयल जैसा हो’ नारे लगाए गए। हंस ने दिल्लीवासियों को “धोखा देने” और ऐसी कॉलोनियों के नियमन के लिए ठोस कदम नहीं उठाने का आरोप लगाया है। इससे पहले इस हफ्ते की शुरुआत में केंद्रीय आवास एवं शहरी मामलों के मंत्री हरदीप सिंह पुरी ने दिल्ली सरकार पर इन कॉलोनियों के नियमन का श्रेय लेने की कोशिश करने का आरोप लगाया था। हालांकि केजरीवाल ने कहा था कि केंद्र श्रेय ले सकता है, आप सरकार बस नियमन चाहती है ताकि लोगों को उनके अधिकार मिल सके।

भाजपा नेता विजय गोयल ने गुरुवार को राज्यसभा में घर खरीदारों से धोखाधड़ी करने वाले बिल्डरों पर कड़ी कार्रवाई करने की मांग की। शून्यकाल के दौरान गोयल ने धोखाधड़ी करने वाले बिल्डरों की आवासीय परियोजनाओं का समर्थन या विज्ञापन करने वाली हस्तियों के खिलाफ भी कार्रवाई की मांग की। 
गोयल ने कहा कि लाखों घर खरीदारों ने अपनी मेहनत की कमाई फ्लैटों को बुक करने में लगा दी थी, लेकिन लालची बिल्डरों ने उन्हें धोखा दिया है। गोयल ने कहा, "बिल्डरों ने इन घर खरीदारों को धोखा दिया है। इन लालची बिल्डरों को मृत्युदंड मिलना चाहिए, क्योंकि उन्होंने जो अपराध किया है वह किसी दुष्कर्म से कम नहीं है।" 

उन्होंने कहा कि कुछ हस्तियां (सेलिब्रिटी) भी इन बिल्डरों के साथ जुड़ी हुई हैं। गोयल ने कहा, "चूंकि उत्पाद घटिया होने की स्थिति में उसका समर्थन करने वाली मशहूर हस्तियों के लिए दंड का प्रावधान है, इसलिए बिल्डरों के ब्रांड एंबेसडर को भी दंडित किया जाना चाहिए।"

New Delhi: A Bharatiya Janata Party MP on Thursday stoked fresh controversy after equating the ongoing real estate crisis with a criminal offense such as rape after saying that builders who have “cheated” homebuyers should be “hanged”.

BJP MP Vijay Goel today raised the issue in the Rajya Sabha during the Zero Hour and said that strict action must be taken against builders who have taken money from people and not fulfilled their promises.

“Greedy builders have defrauded lakhs of homebuyers and all of them belong to the middle class section of the society. They have invested their hard-earned money for making their dream of having a home come true… But, they have been cheated by builders and such builders should be hanged. Their crime is no less than rape,” Goel said, according to news agency ANI.

Goel was referring to the real estate crisis in Noida and Greater Noida areas in the National Capital Territory and said that strict action must be taken against officials of banks as well who have “indulged in corruption in collusion with builders”.

“Strict action must also be taken against brand ambassadors of such companies,” Goel said.

The matter was picked up a few days after the Supreme Court of India directed the state and Union governments to act against those builders who have defrauded homebuyers, as the apex court also cancelled the registration of Amrapali Group under the Real Estate Regulatory Authority (RERA) Act.

The Supreme Court also asked the National Buildings and Construction Corporation (NBCC) to finish the unfinished housing projects of Amrapali Group, giving a huge sigh of relief to over 42,000 homebuyers who have been stuck in litigation for over two years. The apex court has also directed the Noida and Greater Noida authorities to furnish completion certificates to all those who are staying in various other properties of the group.

Shockingly, Supreme Court-appointed forensic auditors have claimed that the Group had engaged in “fraud agreements” with Rhiti Sports Management Pvt Ltd (RSMPL),  the same company that handles Indian cricketer Mahendra Singh Dhoni’s brand, allegedly to “divert” homebuyers’ money “illegally”.

At least 200 Bharatiya Janata Party (BJP) workers, led by senior party leader Vijay Goel, on Thursday staged a protest at Delhi’s Jantar Mantar against the Aam Aadmi Party (AAP) government in the city, alleging that chief minister Arvind Kejriwal has “betrayed” the people of Delhi on the issue of regularising unauthorised colonies.

The AAP dismissed the allegations and questioned the BJP on what it has done so far for the welfare of the 1,797 unauthorised colonies in the city.

“Kejriwal is misleading the people of Delhi on regularisation (of illegal colonies) as the onus was on the Delhi government to demarcate the boundaries of unauthorised colonies, which it failed to finish in the past four-and-a-half years and is now seeking more time till 2021. Today, the same chief minister is saying he would not tolerate a minute’s delay in regularization of the colonies,” Goel said.

On Wednesday, Kejriwal had said that Delhi government has agreed to all conditions of the Centre on the process of granting ownership rights to residents in unauthorised colonies. Elaborating on the broad road map of the project, he said that his government has sent a list of 12 suggestions to the Centre. Earlier this month, the Centre had shared a copy of a draft cabinet note on unauthorised colonies with stakeholders, including the Delhi government.

Senior AAP leader and Delhi minister Gopal Rai said, “The BJP was in power in Delhi assembly for five years (between 1993 and 1998) and it has also been in power at the Centre for the last five years. What have they done on the subject of unauthorised colonies? The AAP government had approved a proposal for their regularisation in 2015 and sent it to the Centre. In four years, we have spent around ₹6,000 crore on the development of these colonies.”

BJP members of the parliament Hand Raj Hans and Parvesh Verma also joined in the protest.

NEW DELHI: Equating cheating of homebuyers by greedy builders with rape, BJP leader Vijay Goel on Thursday demanded stringent action against them.
Speaking in the Rajya Sabha during Zero Hour, he also sought action against celebrities endorsing housing projects of such builders.
Goel said that lakhs of homebuyers had invested their hard-earned money in booking flats. But the greedy builders had cheated them.
"The builders have cheated and defrauded these home buyers… These greedy builders should get capital punishment because the crime they have committed is no less than rape," said Goel, who formerly headed the Bharatiya Janata Party (BJP) in Delhi.
He said that some celebrities have been associated with these builders. "As there is penal provision for celebrities endorsing a product in case the product turns out to be inferior, the brand ambassadors of builders should also be punished," Goel said.

NEW DELHI:  Rajya Sabha MP and former Delhi BJP chief Vijay Goel on Thursday said Chief Minister Arvind Kejriwal was misleading the people on the issue of regularisation of unauthorised colonies. He said that the onus was on the Delhi government to demarcate the boundaries of unauthorised colonies, which it couldn’t finish in the last four-and-a-half years.

“Kejriwal is now seeking more time, till 2021. The CM has also said that he wouldn’t tolerate a minute’s delay in getting the colonies regularised. He is fooling the public in the same way former CM Sheila Dikshit did in the run-up to 2008 assembly polls. The Congress government provided false provisional certificates in 1,200 colonies. Even after 10 years, the properties in these colonies are yet to be sold,” the senior BJP leader said.

Goel made these remarks while leading a protest of Delhi BJP leaders at Jantar Mantar on Thursday. He was flanked by sitting MPs Parvesh Verma and Hans Raj Hans. Goel’s protest drew sharp riposte from the ruling Aam Aadmi Party (AAP). Addressing a press conference later in the day, the party’s Delhi unit chief and minister for development Gopal Rai said the BJP had not laid a single brick in any unauthorised colony during its tenure from 2014.

“Our government has already spent Rs 6,000 crores since coming to power in 2015. Instead of sitting on a dharna against the AAP government, the BJP should pull up its socks and deal with the two burning issues – sanitation and law and order – which are in the domain of the central government that it heads. Both cleanliness and safety are issues that impact people living in unauthorised colonies,” Rai said. The AAP leader further asked the BJP leaders to present evidence of a single development work undertaken by their party for the unauthorised colonies.

दिल्ली में 1797 अनाधिकृत कॉलोनियों
बीजेपी के वरिष्ठ  नेताओं ने कहा कि दिल्ली में 1797 अनाधिकृत कॉलोनियां हैं. हम इन्हें अनाधिकृत कॉलोनी नहीं बल्कि सेल्फमेड कॉलोनी कहते हैं. पिछली सरकारों ने हाउसिंग की समस्या को हल नहीं किया. ऐसे में लोगों ने अपने घर खुद ही बना लिए. जबकि साढ़े 4 साल तक केजरीवाल सरकार सोती रही अब जब दिल्ली विधानसभा में कुछ ही महीने बचे हैं तो उन्हें अनाधिकृत कॉलोनियों को नियमित करने का ध्यान आया है. अब तक जो अनाधिकृत कॉलोनियां नियमित नहीं हुई हैं, उनके नियमित ना होने का सिर्फ और सिर्फ एक कारण है अरविंद केजरीवाल, क्योंकि इन्होंने हमेशा कॉलोनियों को नियमित करने में रोड़े अटकाए हैं. जबकि बीजेपी सांसद हंसराज हंस ने कहा कि चुनाव से पहले एक बार फिर केजरीवाल चुनावी स्टंट खेलने में लगे हुए हैं, लेकिन दिल्ली की जनता अब अरविंद केजरीवाल को समझ चुकी है.

भाजपा के सीनियर नेता विजय गोयल ने कहा कि दिल्ली की सत्ता में काबिज अरविंद केजरीवाल सरकार ने साढ़े 4 साल में सिर्फ एक ही रट लगाई कि पीएम मोदी मुझे काम नहीं करने देते. इसके अलावा उन्होंने कोई काम नहीं किया. दिल्ली के विकास को कई साल पीछे धकेल दिया है. अब केजरीवाल अनाधिकृत कॉलोनियों को नियमित करने के बहाने दिल्ली की जनता को एक बार फिर उल्लू बनाना चाहते हैं. यह उनका सिर्फ और सिर्फ एक चुनावी वादा है.

भाजपा ही कर सकती है दिल्ली का विकास
विजय गोयल ने कहा कि जिस तरीके से केजरीवाल सरकार के कार्यकाल में दिल्ली का विकास पिछड़ गया है. ऐसे में दिल्ली का विकास तभी संभव है जब केंद्र और राज्य में दोनों में ही बीजेपी की सरकार होगी .आने वाले विधानसभा चुनाव में बीजेपी दिल्ली में अपनी सरकार बनाएगी और केंद्र के साथ मिलकर दिल्ली के विकास के लिए काम करेगी.

केंद्र के काम को अपना काम बताने की कोशिश
साथ ही विजय गोयल ने कहा कि अनाधिकृत कॉलोनियों को नियमित करने और उनकी बाउंड्री नियमित करने का काम केंद्र सरकार कर रही है. लेकिन अरविंद केजरीवाल केंद्र के कामों को अपना बताने की कोशिश कर रहे हैं, क्योंकि उन्होंने अपना तो कोई काम नहीं किया. सच कहूं तो केंद्र ने जो काम किया है उस पर ताली बजाने का काम जरूर केजरीवाल कर रहे हैं.

अक्टूबर में भी चुनाव हो तो पूरी तरीके से तैयार है बीजेपी
बीजेपी सांसद हंसराज हंस ने कहा कि बीजेपी तो हमेशा तैयार रहती है.. पूरे देश में अब एक ही पार्टी कैडर वाली रह गई है, जो हमेशा तैयार रहती है. जीत का जश्न मनाने की बजाए बीजेपी अगले इलेक्शन की तैयारी में जुट जाती है. अगर ऐसे में दिल्ली में अक्टूबर में भी चुनाव होते हैं तो हम पूरी तरीके से तैयार हैं.
