New Delhi, July 14, 2019: Delhi’s First Mahasammelan for Group Housing
Societies was held today under the presidency of Rajya Sabha MP and former BJP
Delhi President Vijay Goel at Talkatora stadium. Union Finance Minister Nirmala
Sitharaman bestowed the Mahasammelan with her presence as Chief Guest. The
Mahasammelan was organised by the Federations of the Group Housing Societies
to discuss and address their various issues, including redevelopment. The
Mahasammelan also featured welcoming the pro-development, poor-friendly
2019 Budget which has laid the foundation for New India. BJP National Vice
President Shyam Jaju and MP R K Sinha, Parvesh Verma, Ramesh Bidhuri,
Meenakshi Lekhi, and Hansraj Hans were among the dignitaries who addressed
the gathering.
Addressing the gathering of resident and members of the several housing
societies of Delhi, Goel said that post his meeting with Lt. Governor, Anil Baijal
had ordered the DDA to begin the survey of all Group Housing Societies in order
to amend the policies concerning their redevelopment. The preparatory survey
would entail determine the present conditions of societies and flats, plot size,
status of civic amenities, and issues faced in converting plots to freehold among
other things. More than 10 lakh residents live in 1200 Group Housing societies
which demand redevelopment as their conditions have become deplorable in the
past forty years.
Goel said the entire redevelopment would be carried out on the self-sustainable
model and not a single penny would be charged to the residents. It was decided in
meeting with Lt. Governor that the societies would undergo redevelopment if at
least 66% of the members demand it. Once decided, the residents would shift to
rental homes until the new buildings come up. Since there is no height restriction
and Master Plan Delhi-2021 permits additional, incentivized FAR, a 4-storey
building would be replaced with 10-storey one. The entire project cost including
the rental assistance to residents would be covered by the sale of additional flats.

Goel said the redevelopment of housing societies is another opportunity to turn
Delhi into smart cities as the new flats would be equipped with parking facilities,
community centres, water harvesting systems and all other amenities that the
current flats lack today. Goel encouraged the residents to fight for their issues
and asked them to pay taxes only for the services they receive.
Sharing the highlights of the 2019 General Budget, Finance Minister Nirmala
Sitharaman said the government aims to provide a roof to every Indian before
2022 and thus to provide affordable housing to poor and middle class, her maiden
budget provides tax rebate of Rs 3.5 lakh on home loans of up to Rs 45 lakh.
Lampooning the Kejriwal government for not doing any work on the Yamuna,
Sitharaman said the waterfront project could have become the biggest attraction
of the city. She said her ministry would provide all support to the housing
societies in resolving their issues.
Mounting a sharp attack on Delhi Chief Minister, Goel said these societies can be
redeveloped but strong decisions are expected from the Kejriwal government
which has failed to deliver on all fronts. Goel warned the government officers to
act immediately on the issue of redevelopment, else a campaign would be
launched against them.

New Delhi, July 13, 2019: Political over Group Housing Societies is gaining momentum in Delhi. MP and former BJP Delhi President Vijay Goel accused the leaders of the Aam Aadmi Party of preventing people from participating in the Mahasammelan slated to be held on Sunday, July 14 at Talkatora Stadium in order to make the programme a failure.
 
Goel said the Delhi Government first did not care to address the problems of the Group Housing Societies in the past five years, and now it is threatening the office-bearers of the societies with dire consequences if they happen to participate in the Mahasammelan.
 
Goel said the campaign for Group Housing Societies became a success when the Lieutenant Governor ordered the DDA Vice President to immediately carry out a survey of all 1200 Group Housing Societies to find out details on the plot size, number of flats and the number of storeys.
 
Goel said that soon meetings would be held with every society where a decision would be taken whether the members of the society wishes to go for redevelopment. A decision would be taken in the board meeting.
 
Goel said that this Mahasammelan is the first of its kind programme to be organised for the Group Housing Societies in the past forty years. There is an atmosphere of enthusiasm among the societies over the Mahasammelan which would be addressed by Finance Minister Smt. Nirmala Sitharaman and Union Minister Shri Narendra Tomar, MP R K Sinha, Pravesh Verma, Hansraj Hans, Ramesh Bidhuri, Meenakshi Lekhi, BJP National Vice President Shyam Jaju.
 
Goel said that the success of the Mahasammelan reveals the disenchantment of the public with the Kejriwal government, which has failed to deliver on all fronts including pollution, Yamuna, transport, healthcare and education.
 
Goel said that he has reached out to almost every group housing society in Delhi and yesterday many office-bearers in Rohini had complained to him that the leaders of the AAP are threatening them for attending the Mahasammelan.

New Delhi, July 12, 2019: Rajya Sabha MP and former Union Minister Vijay Goel led a high-level delegation of the Group Housing Societies to Lieutenant Governor of Delhi Anil Baijal at his residence. 
 
Besides Goel, the delegation comprised MP Parvesh Singh Verma, MP Hansraj Hans, MLA O P Sharma, Chairman of Standing Committee of North MCD Jai Prakash, Convener Madan Khatri, and former MLA Jai Bhagwan Aggarwal. On the part of the authorities concerned, DDA Vice President Tarun Kapoor, DJB CEO Nikhil Kumar, North MCD Commissioner Varsha Joshi and Additional Registrar of Registrar of Cooperative Societies (RCS) Ranjit Singh and Assistant MG Satya were present in the meeting.
 
Goel said that the DDA would soon issue directions for the redevelopment of the Group Housing Societies to provide bigger flats with all amenities to 10 lakh residents living in 1200 societies. There is an atmosphere of jubilation among the people flat owners in Group Housing over the meeting.
 
Lieutenant Governor ordered DDA Vice President Tarun Kapoor to take immediate action on the redevelopment of the Group Housing Societies in a time-bound manner and said that the plots of the societies should be converted to freehold so that no permission is required by the residents wanting to sell their flats.
 
Goel said that since the Muncipal Corporation of Delhi is not providing any civic service in the societies, it should stop collecting property tax or should offer rebate. No tax should be levied even on the common area. Since the Delhi Jal Board is not providing separate connections to the flats, it should also offer rebate on the bills. North MCD Commissioner Varsha Joshi assured immediate resolution of garbage disposal at housing societies and a policy framework to scrap levying of tax on the common area.
 
Goel said the agitation for the Group Housing Society is gaining momentum. Delhi’s first Mahasammelan for Group Housing Societies is scheduled to be held on Sunday, 14 July at Talkatora Stadium. Union Finance Minister Nirmala Sitharaman and Panchayati Raj and Rural Development Minister Narendra Tomar would be the Chief Guest of the Mahasammelan, while BJP National Vice President Shyam Jaju and MP R K Sinha would also be present in the Mahasammelan. Organised by the Federation of the Group Housing Societies, the programme would be presided by MP Vijay Goel himself. Besides, MP Parvesh Verma, Hansraj Hans, Ramesh Bidhuri and Meenakshi Lekhi would attend the programme as special guests.
 
Goel shared with the Lt. Governor the issues of the Group Housing societies viz. redevelopment of the society flats with additional FAR, free-hold of common area, utilization of Municipal local area development funds, removing Dhalao for garbage disposal, levying tax despite the absence of civic amenities, levying a tax on the common area, a single connection of water and sewer to the societies by the Delhi Jal Board, the appointment of auditors and tenure of administrators in RCS, and removal of unsafe transformers put up by power firms among other issues.
 
DJB CEO Nikhil Kumar was ordered by the Lt. Governor to meet the delegation of the Group Housing Societies on the number of water connections and finalize the rebate policy on the water-sewer bills at the earliest.
