Goel to meet Delhi chief Secretary and ask for the details of expenditure incurred by Kejriwal government recently on Odd-even scheme -2

A delegation led by  Senior BJP leader and MP Vijay Goel would meet the chief secretary of Delhi on Monday at Delhi secretariat and ask for the details of the expenditure incurred by the Kejariwal government in the name of  odd-even scheme-2 on advertisements recently.
 
This is the first visit of Mr Goel on an issue of the people of Delhi to the Delhi Secretariat after the AAP government came to power in the city.  He said that the Kejariwal government had spent crores of rupees of Delhi tax payers’ money for the publicity of the chief minister and in his image building exercise. This expenditure is totally unproductive and wasteful as not a single report, be it of National Green Tribunal, Central pollution Control Board or CRRI, has so far substantiated the chief minister’s claim that the pollution level in the capital has gone down.
 
Surprisingly the advertisements have been published in the local languages of Tamil Nadu, Punjab, Goa and other states. He has questioned the motive of the AAP government behind this exercise. This is clearly an attempt not only to fool the people of Delhi but also of the entire country, Mr Goel has said. Even, a committee constituted by the Delhi government on Odd-even scheme has raised many questions. This clearly proves the findings of the Lok Abhiyan Samiti which categorically stated in the beginning that 80 percent people of the capital were upset by this scheme. He has challenged the Kejriwal government if it has courage to implement the Odd-even sheme-3.
 
He has stated that the people of Delhi had given a massive mandate to the AAP. But it is playing on their emotions. Instead of concentrating on the developmental work the Kejriwal government is trying to divert their attention from it by indulging in gimmicks. The AAP had made many promises on water, electricity, free wi-fi, and building new schools and colleges but now it has forgotten them.

NGT and the report of Delhi Govt. Committee itself stated Odd-Even scheme a failure

Vijay Goel, MP has said that the question regarding Odd-Even scheme raised by us first of all that an amount of Rs. 100 crore of taxpayers of Delhi was wasted, the same question has been asked today by the National Green Tribunal from Aam Aadmi Party Government that the publicity fund could be utilized for good work of development.
 
Shri Goel has said that Kejriwal government’s Odd-Even scheme has proved a fraud towards the people of Delhi. All the reports coming in that regard show that odd-Even scheme has failed and Kejriwal government itself is the highest reason for its failure, which has not chalked out any proper scheme and without any consideration made an announcement in this regard simply to get self publicity and propaganda.
 
Shri Goel has made an appeal to lakhs of people of Delhi that they should not purchase second car or second hand scooter because of scare of implementation of Odd-Even scheme for the third time, because neither Kejriwal government can manage it properly not it has courage to implement it again.
 
Shri Goel has said that NGT has put straight question before Aam Adami Party government and pollution control board and asked the Delhi Govt. as to what expect level of pollution came down and what was the level of pollution before and after implementation of Odd-Even Scheme.
 
Shri Goel has said that NGT has asked why government has not taken any action regarding spread of pollution due to dust, burning of garbage, industrial smoke, biogas, etc.?
 
Shri Goel has said that the committee set up by Delhi government itself has exposed Kejriwal government. The special committee constituted by Delhi govt. in this regard has clearly stated that Odd-Even scheme proved a failure because schools were open, there were no vacations, people did not adopted carpooling, 3 lakh 88 thousand additional car came on the road and the number of two-wheelers was increased by 1 Lakh 34 thousand, the number of CNG 30 thousand. What was Delhi govt. doing at that time ? Why it has made an announcement in hurry.
 
Shri Goel has said that it is a well-known fact that it was done simply to put self-advertisements. Shri Goel has said that the Government tell how much money of people has been spent on Odd-Even and under which rule govt. has challaned people for Rs. 2000/-. Government must refund challan money to the affected persons.

If Odd Even 3 is implemented without adequate preparedness then there would be a protest in Ramlila Maidan

MP Vijay Goel said that a survey should be done under the guidance of the Supreme Court or Election commission, which shall put forward the view of people of Delhi with respect to the next Odd Even scheme.
 
Mr. Goel said that is again Odd Even 3.0 is implemented without adequate infrastructure and public transport then on the scheme’s very first day there would be a rally in Ramlila Maidan by Lok Abhiyaan to strongly protest against it
 
Mr. Goel said that post Odd Even 1.0 without any survey that actually reflected the opinion of the public Odd Even 2.0 was implemented by the Kejriwal government, and due to this the people od Delhi had to face immense troubles.
 
Mr. Goel said that the Chief Justice himself raised concerns as to why was Odd Even not successful? He said that despite Odd even why hasn’t pollution and the quality of air improved in Delhi even though trucks had also been re routed during this time?
 
 Mr. Goel said that he would ask the Central government and the Supreme Court to form a committee on Pollution and Environment related matters. The aim of this committee would be to assess whether there is enough preparedness by the Delhi government before enforcing Odd Even 3.0 or is it again just a tool for publicity. Only when the committee is satisfied and gives a nod that there is adequate public transport and other modes of commute, only then will the third phase of the scheme be implemented.
 
Mr. Goel said that the government should answer that exactly how much has been spent on odd even 2.0? Whether 100 crores was spent on the advertisements of Odd Even 2.0 and if not then the publicity budget of the scheme should be made public. Pollution level reports by various agencies should also be made public. Why were 30% news cars bought due to Odd even?
 
Mr. Goel said that RWAs, NGOs, Traders associations, community organization etc. would join the protest at Ramlila Maidan. Meetings shall be held in parks in the morning and Odd Even 3.0 shall not be allowed to be implemented forcefully.

Full statehood for Delhi like Odd Even – 2 is a new drama

MP Vijay Goel said that to hide the failures of Odd Even 2, CM Kejriwal has a second optic planned i.e. a draft bill for full statehood to Delhi for which he claims to be waiting for public comments. People of Delhi want solutions to their problems, whether it is with full statehood or not, that is not what the public is bothered with.
 
Mr. Goel said that is Kejriwal was serious then he would have focused on building consensus with various political parties. This is because to let Delhi have full statehood a constitutional amendment is required and thus needs a 2/3rd majority to pass in both the houses of parliament.
 
Mr. Goel said that the AAP has just 4 MPs and the manner in which Mr. Kejriwal keeps clashing with various parties, union government, lieutenant governor, police commissioner etc. does showcase that he is serious about getting Delhi a full statehood. They are currently not even running half the state, I doubt how will they run an entire state.
 
Mr. Goel criticized the drama of sending 10 lakh waters to Latur when people in Delhi do not have sufficient water. The recent fire at National Museum of Natural history has exposed the reality of the fire department by the Delhi government. Odd even forced 30% of people to buy new cars. Neither traffic nor pollution reduced and 100cr was spent unnecessarily on publicity of this scheme.
 
Mr. Goel said that there a lot of problems in Delhi. The need of the hour is to have good coordination between the Centre government, various departments, MCD and all political parties to resolve these issues. Getting full statehood for Delhi is also a new drama, where if it fails then the blame will be put on the BJP that is not letting the bill pass. Whereas the reality would be that seeing the uncooperative behavior of Kejriwal, the parliament might not want to pass the bill.

Public fails the Odd Even scheme in a survey conducted by Lok Abhiyaan as 68% respondents label it unsuccessful

MP Vijay Goel released a survey conducted with around 4700 participants on the issues of Odd Even 2.0. As the second phase was implemented without adequate planning and preparedness, people have overwhelmingly rejected the scheme this time according to the survey. The survey finds that 68% of the people have labeled the scheme a fail in its second phase.
People have been cheated in both the phases of the scheme. In the first phase of Odd Even i.e. Jan 1 to 15, all 15 days there were school holidays, apart from that if we add the weekend, Lohdi and Makar Sankranti, then government employees, small and large businesses and markets had holidays for 6 days. Similarly, in the second phase of Odd Even if one considers the weekend and other festive holidays then there were 6 holidays when government offices, small and large businesses and the big markets of the city were closed. Despite this, people have rejected the scheme.
Mr. Goel said that the day transport minister Mr. Gopal Rai said that the BJP is behind all of the following mishaps during the scheme such as fire at the Bhalswa Jahangirpuri landfill site, breaking down of buses, auto rickshaws strike, traffic jams on roads; it proved that even the Delhi government feels that the scheme has failed and out of fear they are blaming other parties. Mr. Rai had said that do a public survey, then I would like to say that here is the survey and the public verdict along with it.
Mr. Goel said that people would aggressively oppose the government from the very beginning if in future they implement the phase three of the scheme with such poor planning.
Reasons that emerge from the survey owing to which people are unhappy with the scheme

All agencies including the CPCB show that pollution has increased 10. People less confident as the Delhi government was busy blaming others 11. People had to travel in overcrowded buses and metros and be pushed around 12. Terror of paying a fine of Rs.2000 13. Public transport especially buses were not increased 14. Other major sources of pollutions were ignored
Mr. Goel said the government is thoroughly confused. Labels it as a success on one day and the very next blames others for the failures of the scheme. CM and other ministers themselves resort to tokenism and do drama for a day. People’s biggest concern is not that whether this scheme would get a third phase or not but the fact that because of this scheme the additional 30% cars that Delhiites have bought will add to already congested roads post 30th April.

Goel will himself make people fill the survey form on Odd Even scheme at Rajiv Chowk Metro station

Member of Parliament Vijay Goel said that due to the attitude of AAP leaders especially post the Odd even scheme, Delhi being granted a full state status is now a distant dream. They manner in which AAP has insulted the MPs is extremely unfortunate and condemnable. Without any consultations, the rules of Odd Even scheme were decided and just a day before Parliament resumes, it was announced that a 6 buses would run for MPs. Later came the announcement that MPs would not be fined if they violate the rule as if the AAP is doing a massive favour to the MPs. Which authority did they consult before making the list of VIP exemptions? They think they are the rulers of India.LokSabha speaker should have been informed in time.
 
Mr. Goel said that since years, Delhi hasn’t been granted full statehood in the precaution of a situation where a state government is elected that is constantly at odds with the central government and is a constant impediment in the functioning of ministers and MPs. This is probably why every party was hesitant.
 
Mr. Goel said that the reasons for which he decided to get fined as a mark of protest have all proven to be right, hence through LokAbhiyaan he would solidify his claims and begin his survey from tomorrow. 10,000 people will be surveyed across Delhi for which 13 teams have been formed. The surveyors will seek the opinion of people on various busy crossroads of Delhi, metro stations, pedestrians, two wheeler drivers, car drivers etc.
 
Mr. Goel himself at 10:00am tomorrow outside Rajiv Chowk Metro station along with the team of LokAbhiyaan volunteers shall make people fill the survey form. The survey form will have questions such as that whether during the Odd Even scheme there was reduction in pollution, traffic, whether you were overcharged by radio taxi companies and if you are satisfied with their services, did autos overcharge?, whether a publicity budget of crores of rupees is justified, if Kejriwal govt. had full preparedness for the implementation of the scheme, what ordeals did you have to face because of the scheme, whether you carpooled during this time, if you would want the scheme to be repeated etc.
 
Goel also released a list of the locations at which people will be surveyed. The listis as follows:

Lok Abhiyaan will conduct a survey on Odd Even scheme to gauge public opinion

Member of Parliament Mr. Vijay Goel declared that 400 LokAbhiyaan volunteers would survey people across 14 districts in Delhi on Monday 25th April on the question of Odd even scheme being a boon or bane. Volunteers wearing a green T -shirt (symbolic of the environment) would be given a survey form which would be filled by people of Delhi on various busy crossroads of the city in order to get their view on various issues relating to the Odd Even scheme.
 
Mr. Goel said that the major questions in the survey form would be  – whether there has been a decrease in pollution during Odd Even 2.0, if traffic reduced? if you were cheated by autos or taxis, whether its legitimate for the government to spend crores of rupees on publicity, whether your woes have increased or decreased due to Odd Even 2.0, what vehicle do you drive?, how many cars do you have?, whether you feel the Delhi government had enough preparedness for the scheme?,, have you recently purchased a new car? Is the scheme a success or a fail? And finally if you want the scheme to repeat or not?
 
Mr. Goel said that all questions would be answered in either a ‘yes or no’ format so that maximum number of people can be surveyed.
 
Mr. Goel said that yesterday he had requested the Delhi government to conduct a survey by itself to ask the opinion of the people. But, as the government is scared of the response, LokAbhiyaan is conducting the survey.
 
Mr. Goel said that his efforts would be to ask the opinion of the people and finish the survey before the scheme ends. 

Volunteers of Lok Abhiyaan will give a flower to 67 AAP MLAs along with a demand letter on the Odd Even scheme

MP Vijay Goel said that that Kejriwal government itself is thoroughly confused about the scheme. Secondly, it is misleading the public on the scheme and is using taxpayer money amounting to crores of rupees to publicize the face of the CM.
 
Mr. Goel has declared that the 67 MLAs of AAP at various locations in the city will be presented with a flower along with a demand letter that shall bring to light how the odd even scheme has been implemented without any planning and preparation and hence the public is suffering and the pollution levels are indeed increasing. The letter will also demand an account of crores of rupees spent on the scheme without any answerability. Furthermore, the letter will list the problems the common public is facing due to this scheme. The gross corruption that is being practiced under the garb of the scheme will also be highlighted in the letter.
 
Mr. Goel said that we are actively recruiting volunteers for this drive. The volunteers will go on motorcycles and scooters wearing a distinct T-shirt to meet AAP MLAs and will humbly present them a flower and the demand letter along with a request to cooperate.
 
These MLAs are elected representatives of the public but their head of government is practicing anarchy and forcing people; this should end immediately.
 
Mr. Goel said that the Delhi government is deliberately confusing people under the name of Odd even scheme to divert attention from issues like availability of water, electricity, facilities in illegal colonies and slums etc. The AAP government is implementing the scheme as if it were a game of Ludo.
 
Transport Minister Mr. Gopal Rai in self-praise has already declared the success of the scheme but the public is negating this claim. If he is so convinced with the success of the scheme then why doesn’t he declare the permanency of the scheme? By giving a statement that in future even two wheelers will have to comply with the scheme, the CM is scaring people who use two wheelers.
 
Mr. Goel said that if this scheme was thought through and implemented with proper planning then this scheme could have been successful but now only the public will give its verdict. The government’s short sightedness and ridiculous expenditure on the publicity has not only annoyed the public but also failed a policy that could have been a success. The last time round I was the first person to cycle and show my support for the scheme. But, now the AAP government is only interested in making money from this scheme.
 
Mr. Goel said that he is not against any good scheme but he is working towards improving the scheme and showing direction to the AAP government.

If someone with an odd numbered car wants to purchase a second car with an even number or vice –a- versa then he will have to shell out at least Rs. 20,000. Why is the government auctioning out car numbers?
Who will compensate for the 15-day salary of the driver?
What about the fact that the revenue the government gets from charging road tax would be reduced? Will the government compensate taxpayers for the days they cannot use the service for which they are duly paying for?
When will the government provide a detailed account of the expenditure amounting to crores of rupees done on the Odd Even scheme?
The government should stop publicizing this scheme as pollution reduction scheme and should instead put out the truth i.e. it reduces only traffic congestion that too through forced fines
What about commercial taxis that pollute the most?
By what percentage has the sale of cars risen in the capital post the Odd Even scheme? 
Mr. Goel said that the Kejriwal government is exploiting the people of Delhi and is extorting money from all corners under the name of the Odd Even scheme. If someone has an odd numbered car in the house and wants to purchase a second car, it is obvious that he/she would want to purchase an even numbered car.
 
If you want to specifically purchase either an odd or even numbered car then you would have to at least pay Rs.20, 000 as black to the Delhi government. But, it would be portrayed to you as if you are being given the number of your choice. All the purchaser wants is an odd or an even numbered car because there is no sense in having two cars that are both odd/even.
 
Those people who only have one car are demanding an answer from the Delhi government – that who is going to pay half the salary of their drivers in a given month?
 
Mr. Goel said that when the people are paying the road tax for an entire year then will the government refund the deserved amount to the people for not being able to use the service for 15 days a month?
 
It is my sincere request to the Delhi government that they should stop publicizing the Odd even scheme as pollution reduction scheme but instead should make it clear that is a way to reduce only traffic through forced fines.
 
Mr. Goel said that his protest would continue against the government and its policies that make life miserable for the common man whose money is being misused by the government on self – promotions.

First they give a flower and then slap a fine of Rs.2000 on the public. Keeping his promise, Member of Parliament Mr. Vijay Goel drove from his house and paid the fine. Mr. Goel said that the sequence of events unfolded as was expected. First Delhi’s transport minister Mr. Gopal Rai came to his residence offering him a flower. In return Mr. Goel gave him a bouquet of flowers with the demand that the AAP stop the corruption under the name of Odd Even scheme and if not then Goel’s protest will continue.
 
Mr. Goel said that they give me a flower and then fined me as well the same way other citizens are also cheated. The problem is that Mr. Kejriwal says that if someone disobeys the Odd Even rule then give them a flower with all love and kindness.
 
Mr. Goel added that he is happy that the right message has been received by the people of Delhi through his protest; which is that the Kejriwal government is spending hard earned tax money of the public amouting to crores of rupees on self – publicity and political gain. The surprising fact is that the money owed to the people of Delhi is not only being spent on ridiculous advertisements in Delhi but also in other states. Why do the AAP ministers and the CM cycle and carpool only for a few days? Why don’t they set an example and follow this practice everyday and do their bit.
 
Mr. Goel also said that the transport minister Mr. Gopal Rai had no answers as to why is the fine on not wearing a life saving helmet only Rs200 and that on the Odd Even rule is Rs2000?
 
Mr. Goel said that why are people being charged Rs21,000 if they want to buy a car with an alternate number i.e. if they want to purchase an odd numbered car if they have an even numbered car? There is also no action on Uber and Ola who are exploiting the people. 
 
The people who are today teaching us the law of the land, I want to remind them of the times when the AAP despite being the governing party sat on a protest on 26th January, when Mr. Kejriwal climbed an electricity pole, when he refused to pay the electricity bill and when your leaders were being caught on charges of corruption?
 
He said that everyone wants the Odd Even scheme to be a success except the AAP. AAP wants the scheme to fail and then put the blame of the failure on my party, the BJP and me. Hence, they haven’t implemented this scheme with full planning.  Moreover, there has been no action on major reasons of pollution such as road dust, industrial emissions, solid waste burning etc. and the neglect on these factors is the major reason that we don’t see pollution levels rising despite the Odd Even scheme. Lastly, without any application of mind some people have been exempted from the scheme and there is also no sense to the list of VIPs that have been exempted and those that haven’t.
 
Mr. Goel said that he was fined with his will, where he offered to pay the fine for not having his license at that moment like any other ordinary citizen. He had all other required papers, so this is a non-issue. If it wasn’t for the protest then “my car is always driven by my driver.”
