Goel assures villagers, BJP will do in 15 months what Congress couldn’t do in 15 years
Delhi BJP President Sh. Vijay Goel today launched a scathing attack on the Congress government in Delhi for enhancing the food insecurity for millions of households in the city with rising prices of basic commodities like tomatoes and onions.
Addressing a public rally at Mustafabad today, Sh. Goel said, “The poor families are not getting forms for the food security scheme, forms are being sold in black ranging from Rs 50 to Rs 200 each. Touts are having a field day as people are being hassled for filling up and submission of forms. There is complete confusion and chaos about the eligibility criteria for getting rations now- whether it is smart card, aadhar card or ration card?.”
“There are so many cards now-Aadhar card, ration card, smart card etc-now but no cheap ration. A number of people are also complaining of extremely poor quality of food grains. On top of it the prices of tomatoes have also now shot up to Rs 60 Kg along with onions which are being sold at Rs 80 -100/Kg.”
“The new food security scheme has thus hit the poor the hardest. They are left at the mercy of officials even as food grains meant for them is being swindled and sold in open market. With more than 50% of the vacancies in Food and Civil Supplies Department lying vacant and less than 2500 fair price shops, the Congress government has made a complete mess of the food security for common people in Delhi.”
Sh. Goel said, “Under the food security scheme implemented by the Delhi government, only 5kg per person per household food grains are allocated, whereas the earlier PDS schemes allocated atleast 35kg cheap food grains to each family. Thus a family of five which was getting 35 kg food grains earlier will in fact get only 25 kg food grains. This impels a greater insecurity for poorer families.
Earlier during the day speaking during his “Gaon-Gaon Sampark” Yatra in Matiala at Ghumanhera, Sh. Goel said, “More than 360 villages have been left completely unattended by Congress government during last 15 years. The BJP will provide public transport to connect each village in Delhi. There is complete absence of water supply and sewage systems in Delhi.”
During his yatra at Rawata, Gulabpur, Daryapur,Pandwala Kalan, Khurd, Daulatpu, Sikar and Jhatikra villages, thousands of villagers gathered and share their anger and disappointment over the continuous state of neglect in their villages. Shri Goel assured them that the BJP government will do for them in 15 months what Congress could not do even in 15-years.
Lack of roads, sewer and drinking water major problems in Delhi villages: Goel
Delhi BJP President Shri Vijay Goel today led ‘Gaon-Gaon Sampark’ yatra in Bapraula, Bakkarwala, Kotla, Ranhaula, Burela and Hastsal meeting scores of people, listening to their problems caused by the neglect of the Delhi government. The Delhi BJP President assured them to address their problems and grievances when BJP comes to power in Delhi after the assembly elections.
During his yatra, Shri Goel announced abolition of trade licenses in the South, East and North Municipal Corporation areas. The Delhi BJP President said that instead of trade licenses, the traders will now fill up a Trader Information Form supported by an affidavit once in five years. Shri Goel said that this move will free the traders from the clutches of the inspector raj of the Delhi government. Shri Goel is undertaking Gaon-Gaon Sampark yatra to connect with the people living in villages of Delhi. More than 360 villages in Delhi bear the stark neglect by the Delhi government which has resulted in lack of development in these areas, where there are no proper roads, sewer is either absent or defunct and drinking water’s availability is poor. Erratic power supply only compounds the problems of the people in these villages.
Addressing people in Delhi villages, Shri Goel said, “Solving the problems of villages and people living in those areas will be the priority of the BJP when it comes to power. The water and power supply problems will be sorted out. The BJP will formulate a detailed plan for the all round development of the villages of Delhi at par with the rest of the city.”
The Lal Dora has not been extended in the last 15 years under the Congress government, which promised in its manifesto to bring amendment to the land reforms law by repealing the Section 81 of the Delhi Land Reforms Act. Lamenting inaction over Lal Dora, Shri Goel said, “The issued surrounding Lal Dora area will be settled on permanent basis by BJP when it comes to power. The extended Lal Dora will be declared as Lal Dora area. All the business and residential establishments in the villages will be regularized.”
Shri Goel further said, “Once the BJP comes to power, the village growth centres started by the BJP and subsequently abandoned by the Congress government will be revived to address and solve the problems faced by the villages.”
Lack of public transport facility is another major problem that the people living in the villages of Delhi face on daily basis. The Delhi BJP President assured the people of extending all the help and support.
BJP announces “Liberal Trade Agenda”, Abolition of trade licenses by BJP ruled MCDs to give respite to traders from Delhi govt.’s license-inspector raj
The Delhi BJP today announced a number of measures for traders at a joint press conference by Delhi BJP President Shri Vijay Goel and the leaders of the Houses of the East, North and South Municipal Corporations and Chairpersons of the Standing Committees of the three Houses. These measures will help the traders in carrying out their business smoothly in areas under the East, North and South Municipal Corporations.
- The measures announced are:
- Abolition of trade licenses
- 351 roads to be declared commercial, survey of unauthorised colonies to identify roads with mixed land use and commercial use
- VAT regime to be simplified, roll back of hike in penalty,VAT refund to be timebound
- Revolving Fund for Traders’ Social Security
- High-Power Committee to address traders’ issues
Abolition of trade licenses: The East, North and South Municipal Corporations have decided to abolish the mandatory requirement of getting trade licenses after every two years for traders. The three MCDs will pass the proposal to amend the relevant act and send it to the Delhi government. Till the Delhi government clears the proposal, the MCDs will start getting the Trade Information Forms filled up. The BJP leaders also announced that no MCD official/inspector will visit the traders’ establishments till this process reaches a logical conclusion so that traders are not harassed in any way.
As per the new measures, the traders will now have to fill a Trader Information Form once in five years giving details of their trade and establishment along with an affidavit containing details of the same. In case of any change in location or business, the traders will simply have to make changes in the Trader Information Form.
351 Commercial Roads: The MCD had identified 351 roads where more than 70% activities were commercial in nature. The BJP ruled Municipal Corporations have already proposal to the Delhi government to declare all these identified roads as commercial roads. This will provide respite to lakhs of traders who have establishments along these roads. The BJP, when it comes to power in Delhi, will immediately implement this proposal.
Roads in unauthorised colonies to be brought under mixed and commercial land use category: The BJP ruled MCDs will be conducting a survey of all those roads which are eligible according to Master Plan norms to be declared mixed and commercial land use. As soon as the BJP comes to power in Delhi, it will declare all those roads in unauthorised colonies to be under mixed and commercial land use category where commercial activities are more than 50% and 70% respectively.
VAT Regime to be simplified: Filing VAT every two months will be done away with, when the BJP comes to power in Delhi. It will be made simpler for traders to file VAT with the income tax department so that they do not need an expert to file their VAT.
The Congress government has increases the penalty on VAT five times from Rs. 100 to Rs. 500 per day and from a maximum limit of Rs. 10,000 to Rs. 50,000. The BJP government will roll back this hike when it comes to power. The BJP government will also ensure that there is no delay in refund of VAT. Currently, the traders feel huge delays in refund leading to massive corruption and harassment of traders. Traders’ Social Security: A Revolving Fund for social security of small traders will be created with a fixed percentage of VAT and other taxes paid by the traders, when the BJP comes to power in Delhi. The small traders and their families will be provided help in the event of an accidental fire in their shop/establishment, theft or accidental death, natural calamities or any other untoward incident which affects their social security.
High-Power Committee: When BJP comes to power in Delhi, a High-Power Committee comprising of the representatives of the Delhi government, the civic bodies and traders will be constituted. The high-power committee will be authorised take decisions on matters related to traders.
Announcing these measures, Shri Goel and senior leaders of the three Municipal Corporations said, “The abolition of trade licenses and introduction of a Trader Information Form will go a long way in helping the traders, particularly the small traders in carrying out their businesses in Delhi. It will free them from the clutches of inspector raj that has hampered trade activities in Delhi.”
“The declaration of 371 identified roads as commercial will make traders’ life hassle-free in these areas. It will remove the fear of uninvited guests from the Delhi government departments. If the Congress government doesn’t do this, the BJP will declare these roads as commercial, when it comes to the power in Delhi,” they said.
Shri Goel further said, “The present VAT regime is very complicated and cumbersome. It is difficult to file VAT without the services of an expert. Small traders are at a great disadvantage as they find it extremely difficult to file VAT online and to get refund deposits from the VAT department.”
“The small traders do not have social security cover and their families are often left in the lurch should anything untoward happen to the trader or his shop or establishment. The Revolving Fund set up from the contributions made by the traders in the form VAT and other taxes will ensure social security of the small traders and their families,” Shri Goel said.
To prevent collision between the traders and the authorities, Shri Goel, “The high-power committee comprising of the representatives of all the stake-holders will be in a position to take correct decisions on the issues related to traders and their business.”

Delhi BJP demands high level probe into idol immersion tragedy.
The Delhi BJP today expressed deep condolences over the death of 17 people during idol immersion on the occasion of Ganesh Chaturthi in Delhi on Wednesday. Expressing solidarity with the bereaved families, the party demanded a high level inquiry into the tragic incident.
Expressing shock and anger over the incident, Shri Goel said, “It is shocking that such a high number of casualties have taken place due to lack of adequate arrangements by the government. A high level inquiry should be commissioned to probe into the incident and guilty must be punished. The Delhi Government’s negligence is criminal considering that the festival season is just ahead and festivals like Chhath draw huge crowd to ghats at river Yamuna. Security and safety arrangements should be planned and put in place in advance.”
Party cadres fully charged up to make Sept. 29 rally historic event: Goel
As a part of its ongoing preparation for the BJP’s rally on September 29 rally the Delhi BJP today performed Bhumi Pujan at Japanese Park, Rohini which is venue of the rally. The rally is to be addressed among others by BJP’s Prime Ministerial Candidate for 2014 Lok Sabha polls.
A large number of BJP cadres and BJP leaders including former BJP Presidents Shri Mange Ram Garg and Shri Vijender Gupta participated in the Bumi Pujan performed today.
Delhi BJP President Shri Vijay Goel said, “This will be a historic rally and we are confident to make it the biggest rally to be addressed by Shri Modi. More than 4 lakh people are likely to attend the rally. This historic rally will provide an opportunity to Delhi’ites to listen to Sh. Narendra Modi and other senior BJP leaders.
Shri Goel said, “At the organizational level, the Delhi BJP is fully geared up to mobilize the support for the rally. The party leaders have fanned out to all parts of Delhi to garner support for the rally. Prabhat Pheris are being successufully launched in all 280 mandals and they are receiving veryh good response. This is an indication of the pro-BJP mood and growing support for Shri Narendra Modi.”
“Over the next few days meetings are being held at mandal and district levels in this regard. We are already getting a huge response from the youth, unauthorized colonies, JJ clusters and slums. This is an indication that people are fed up with misrule of Congress and they find a viable alternative in BJP which can provide good governance,” he added.
The overwhelming support from all sections of society is an indication that Delhi’ites want BJP to bring back to power as the party has projected its positive agenda which provides people-friendly alternative model of development.
The Congress has nothing else to show but false claims. The BJP has already punched holes into these claims which are being displayed all over the city by blatantly misusing taxpayers money. According to even conservative estimates, more than Rs. 300 crore have already been spent on such hoardings.
The ABVP’s victory and Congress’ student wing NSUI’s rout in the recent DUSU polls, Congress’ rout in MCD by-polls and Gurudwara polls this year and BJP’s handsome victory over Congress in the last year MCD polls is an indication which way winds are blowing. The September 29 rally will further reflect this anti-Congress and pro-BJP mood of common people.
Goel undertakes “Village Padyatra” amidst huge support from Delhi villages
The Delhi Bharatiya Janata Party today announced that it would be coming out with a comprehensive list of candidates for the coming assembly polls in Delhi after September 29 Rally at Japanese Park in Rohini. This election rally will be addressed by Shri Narendra Modi and is likely to be attended by more than 4 lakh people.
Delhi BJP President Sh. Vijay Goel said in a statement issued today, “As all the party functionaries are working overtime to make September 29 rally a historic success which is currently the main focus of all party activities, so we will come out with our list of candidates for the coming assembly polls after September 29.”
Shri Goel reiterated that as Delhi Election in-charge Shri Nitin Gadkari has stated, the criteria for selecting the candidates is winnability. “We are confident that in the true tradition of a cadre based party, once the candidates are announced, all party cadres and functionaries will work together for ensuring a historic victory in Delhi assembly polls to end 15 years of Congress’ misrule.”
Meanwhile, Slamming the Congress government’s mismanagement leading to skyrocketing of Onion prcies, Shri Goel who undertook a " village padyatra" in several villages in Shahbad-Daulatpur area said, “Onions are selling at a price of Rs 70-80 a kg in the retail markets of Delhi for almost two months. The 600 onion stalls claimed to have been put up by the Delhi Government to sell cheaper onions are hardly visible on the ground.”
The Congress government in Delhi was contacted by NAFED to augment the supply of onions through cheap imports but the Congress government failed to respond and place any order. The result is that there has been a 245% increase in prices of Onions. In fact Onions are now more expensive than Petrol and Apples.”
“ Despite this unabated rise in the prices of onions and other food items, the Central Government has allowed export of onions in huge quantity at a prefixed rate, which is much lower than the current prices of onions. This policy of the government is beyond logical comprehension at a time when people are suffering due to unprecedented food inflation. The government continues to be insensitive to people’s woes,” Shri Goel added.
While the Delhi government has failed to perform its duty, the Delhi BJP today asked all its councillors and MLAs in Delhi to put up stalls to provide onions at affordable prices to the common people.
According to the latest official data, there has been 245 percent annual jump in onion prices for August. The prices of entire basket of vegetables have gone up by 77% in August this year as compared to August last year. Eggs, meat and fish prices are up by nearly 19 percent during the same period. Overall food inflation accelerated to a three-year high of 18.18 percent in August. This is a situation of total despair for the common public.
There are more worrisome signs as the government continues to turn a blind eye to people’s woes. Prices of essential commodities including the food items are set to rise further as the government is again planning to hike retail diesel prices by nearly 10 percent. Such an increase in diesel prices would be disastrous for the essential commodities’ market and push food inflation further.
Those who accompanied Shri Goel in the padyatra included among others legislator Shri Kulwant Rana, councillors Shri Jai Bhagwan Yadav and Sh. Devender Kumar, north-west district BJP president Tarachand Bansal and district BJP general secretary Shri Vinod Sehrawat.
Delhi BJP congratulates BJP’s Prime Ministerial candidate Sh. Narendra Modi
The Delhi BJP President Shri Vijay Goel today welcomed the decision of BJP’s parliamentary Board to declare Gujarat Chief Minister Shri Narendra Modi as BJP’s Prime Ministerial candidate for the 2014 General Elections. A large number of Delhi BJP leaders and party cadres led by Shri Goel reached at the party headquarters at Ashoka Road to congratulate him this evening.
Shri Goel said that anointment of Shri Modi will motivate the party cadres and that BJP led NDA will romp home with thumping majority in coming assembly polls as well as Lok Sabha polls. Shri Modi is hugely popular among all sections of society, especially the youth.
“The massive development in Gujarat in the last 14 years under Shri Modi’s leadership speaks volume about his capabilities as a strong administrator with vision and commitment. Post – Nirbhaya incident, Delhi witnessed 700% increase in eve teasing, 495% increase in molestation, 240% increase in rapes!
The Delhi BJP today said it wants most severe punishment for the four convicts in the Nirbhaya case; it emphasized that it is time to address the larger issue of rapidly spiraling crime against women in the city as the sense of urgency to tackle this issue seems to have gone missing in the authorities concerned over the last nine – months.
The party said, it is unfortunate that despite a series of announcements in wake of the Nirbhaya case, the safety concerns of women remain unaddressed in the city. The harsh reality is that Delhi continues to be unsafe for women and is becoming increasingly unsafe day by day. The party urged all the stakeholders to act and resolve this problem which ia affecting almost every household in the city.
Addressing a joint press conference today, Delhi BJP President Shri Vijay Goel and BJP National Secretary Ms. Aarti Mehra said, “It is ironical that in spite of the reprehensible incident of December 16 last year, the cases of rape have increased in Delhi by 240% and molestation by 495% this year. The government of the day has only done window dressing as far as safety of women is concerned.” Those who were present at the press conference also included Delhi BJP general secretary Smt. Shikha Rai, Delhi BJP Mahila Morcha President Smt. Sudha Sharma, former MP Dr. Anita Arya and former Mayor Smt. Meera Aggarwal.
The two leaders said that the BJP wants immediate modernization of Delhi Police, deployment of sufficient number of women cops in every police station, replacement of old vehicles by upgraded vehicles for patrolling and induction of more women cops.There should be self-defence training for girls and women in all educational institutions.
Shri Goel said, “The BJP will implement all these measures when it comes to power in Delhi as women safety is on the top of its agenda”. He further added, “Justice Verma committee, which was set up after the Nirbhaya incident, made recommendations to address the safety concerns of women by improving the police functioning. An Action Taken Report on the recommendations of the Justice Verma Committee should be released by the Delhi government.”
Following the Nirbhaya incident, the Delhi Govt. promised to install CCTV cameras, GPS in all the city buses and also deploy home-guards in these buses. But nothing much seems to have happened on the ground. The public transport in Delhi thus remains unsafe.
The police records from January to August 15 this year 1,036 rape cases have already been reported from across the city as compared to 433 rape cases reported in Delhi during the same period in year 2012. In first eight months of 2013, 2267 cases of molestation were reported this year as compared to 381 cases of molestation during the same period last year. From January toApril 15 this year, the eve teasing cases registered an increase of 700% as compared to eve teasing cases reported during the same period last year.
Delhi has also become the capital of missing girls and children. According to Delhi Police records, close to 3,450 children who went missing in Delhi in the past over three years are yet to be traced and girls accounted for 55 percent of them.
According to the National Crime Records Bureau, Delhi witnessed the highest incidence of crime against women in 2012 with 14.2% of the total crime in all the cities having above 10 lakh population. Delhi city has accounted for 19.34% of rape cases, 23.1% of kidnapping & abduction cases, 14.6% of dowry deaths and 10.9% of assault on women with intent to outrage her modesty cases. Of all the rape cases recorded in the 53 million plus cities of India, every fifth rape took place in Delhi in 2012, which accounts for 19.34%. A year earlier, Delhi’s contribution to total rapes in these cities was 17.6%. The conviction rate of various cases in Delhi in year 2012 was a mere 15 per cent. This raises a serious question on the efficiency of police.

Modi is hugely popular among DU students, worked in ABVP
The Delhi Bharatiya Janata Party today said that no one should have a problem with Sh. Narendra Modi’s name being associated with student organization ABVP’s campaign for Delhi University Students Union(DUSU) polls.
Shri Goel said, “Shri Modi is hugely popular among students and youth and he himself has worked in ABVP so there is nothing wrong in his name featuring in its campaign. The unprecedented welcome which he received during a lecture at SRCC at Delhi University sometime ago, the rapt attention with which students listened to him and the excitement his visit generated in Delhi University students is a proof in itself of the huge following that Shri Modi has among the DU students. So it is quite natural if Shri Modi’a name figures in ABVP’s campaign.”
The ABVP is contesting for all four seats of DUSU-Aman Awana for President, Utkarsh Chaudhry for Vice-President, Anshu Lakra for Secretary, Raju Rawat for the post of Joint Secretary.
“It is clear that ABVP’s detractors are worried by the overwhelming support of students to its DUSU campaign. It is heading towards a decisive victory in DUSU polls,” he added.
Shri Goel, who is also a former DUSU President said, “Those who are trying to create any controversy out of this issue should do their homework. A number of leaders in BJP today have worked during their student days in ABVP including myself. Today all of us who are working in BJP are proud to say that we have worked in ABVP during our student days. ABVP is an organization for whom student politics is not an end itself but it is yet another tool for nation building.”
Today as the nation is looking for a change from the corrupt and inefficient Congress led UPA governments, the youth and especially the students have to spearhead this campaign. The NSUI represents the corrupt and inefficient Congress government The students of Delhi University have always played an important role in ushering in a change. Their huge participation in a number of active campaigns are a clear indication that winds of change are blowing.
Shri Goel said the Congress government in Delhi has neglected higher education during its 15 years misrule. Not even a single new college was opened in Delhi University even as the number of students are increasing. There is an urgent need to open new colleges and improve infrastructure in Delhi University, he added.

Respected Sir,
The Delhi BJP is deeply concerned over the unprecedented situation prevailing in the Delhi Government after a Special Court ordered to file an FIR against the Delhi Chief Minister Smt Sheila Dikshit in a case of corruption. The refusal of the Chief Minister to resign on her own has led to a Constitutional crisis. The development has caused an unprecedented erosion of faith in the Office of the Chief Minister causing a lot of anguish among the common people of the city.
– Various institutions and agencies have repeatedly exposed the cases of corruption and indicted the Chief Minister and her ministerial colleagues for irregularities of massive proportions in various projects. Various investigation agencies like Delhi Lokayukta, CBI or Comptroller and Auditor General (CAG) has indicted and censured the Chief Minister and her cabinet colleagues in several cases of corruption such as;
– In May 2013, the Lokayukta had recommended to President to issue an "advisory" to the Chief Minister and the PWD Minister asking them to desist from publication of their photographs on a form offering loan at low rates to entrepreneurs from SC, ST, OBC and minority communities.
– In 2012, the CBI unearthed a scam of Rs 10 crore in the purchase of anti-biotic shots by the Delhi government at inflated prices from a Bangalore-based multinational pharmaceutical company.
– In 2011, the CAG indicted the Delhi Chief Minister’s Office along with Prime Minister's Office for deep flaws and financial losses in the CWG preparations. The report puts the cost of the event at Rs. 28, 054 crore, nearly 100 times more than the original figure of Rs 296 crore.
– In July 2011, Delhi Lokayukta had also indicted Chief Minister for false claims that 60, 000 low cost flats have been built and were ready for allotment to the poors just before the run-up to the 2008 Assembly elections.
– In the same year, the Delhi Lokayukta recommended the removal of a senior minister of the GNCT for trying to thwart a tax evasion probe against the owner of a Resort cum banquet hall.
– The GNCT also affected a Rs. 2800 crore scam in the name of regularizing 1600 unauthorized colonies.
– Delhi Lokayukta also recommended that action be taken against present Delhi Assembly Speaker Sh. Yoganand Shastri on the corruption allegations made against him by the Secretary of Delhi Assembly.
– The Chief Minister was also responsible for stalling the decision of the then DERC Chairman who after scrutiny of audits by power distribution companies wanted to give relief to the people of Delhi and reduce the power tariffs by 20 per cent.
– In the latest case, the Delhi Lokayukta found the Chief Minister guilty of spending around Rs 22.6 crore of public money for her party’s political campaign. The Lokayukta also recommended recovery of Rs 11 crore from the Chief Minister as penalty. Even the Delhi court found merit in Lokayukta’s decision and ordered that an FIR be lodged in the matter against the Chief Minister.
– Further, the Special Court’s order is a statement that the Chief Minister has deliberately demeaned even the institution of the Lokayukta as when she was indicted by him in this case she blatantly said that the Lokayukta had crossed his brief. The Court’s order makes it clear that it was the Chief Minister who committed grave impropriety by misusing public funds.
-The Chief Minister is also not allowing the duly elected three municipal corporations of Delhi to work for the welfare of the people. She is scuttling the release of funds for these MCDs. This has severely affected the welfare of the people. The Delhi government has already cut down Rs 600 crore out of Rs. 18310 crore which was promised to the three municipal corporations, for upkeep of the corporations after the trifurcation of the MCD last year which has hampered the development work.
-The Congress government is continuing with yet another scam by misusing public money for a massive advertising campaign. Already Rs 300 crore have been spent on it. It should be stopped immediately as the public money was misused in similar way prior to 2008 assembly polls.
In the light of existing circumstances, the Delhi Bhartiya Janta Party (BJP) believes that the continuance of the Chief Minister in her office even after the order of the Special Court, is damaging for the sacrosanct nature of public life and violates all norms of governance. It is of utmost significance to maintain transparency in public life but the Chief Minister and her Cabinet colleagues have not maintained transparency in dealing with government affairs and can be called ‘serial offenders’. Thus, BJP seek immediate dismissal of Chief Minister so that the sanctity and propriety of the office is maintained.
