NEW DELHI: The Bharatiya Janata Party (BJP) on Monday sought to ‘debunk’ the 10 poll promises made by Aam Aadmi Party (AAP) in ‘Kejriwal ka Guarantee Card’ released on Sunday. Denouncing the ‘card’ unveiled by Chief Minister Arvind Kejriwal, Rajya Sabha MP and former state BJP chief Vijay Goel said that the guarantees are the failures of AAP. “I challenge the CM to show any work done for controlling pollution in Delhi. Kejriwal is misleading the people by including the central schemes in his guarantee card because he knows that Narendra Modi Government does what it says,” said Goel. 

He also accused the AAP convener of taking credit for the work done by others. “Kejriwal has no policy and no definition of development. He just cheats the public. In 2015, he won the election on these promises, he is repeating the same promises to the public today. The public will not forgive him so easily,” Goel added.
The card by Kejriwal includes plans such as plantation of trees, 24-hour power uninterrupted supply, piped potable water to each household, and measures to mitigate pollutions in the city. “Kejriwal made 70 promises on the transport system in May. There was also a promise of five thousand new DTC buses, but in 2015 the number of public buses was 4,705, which reduced to 3781 in 2019. And now he is promising to increase the number of buses to 11,000,” he said.

BJP pulls up AAP on issues of transport, water, illegal colonies, hospital

The Delhi BJP on Monday said that the ‘guarantee card’ issued by the Arvind Kejriwal-led government was a proof of its failure.

Rajya Sabha MP Vijay Goel said Mr. Kejriwal had issued a “guarantee card, but who will give the guarantee of his assurances”.

‘Failures of AAP’

“These guarantees are the failures of AAP. Kejriwal did not complete the works which were to be done during the last five years. On the issue of pollution, I challenge the Chief Minister to show any work done…He is giving a guarantee of improving the air quality but who will believe it,” Mr. Goel demanded.

He further said Delhi should have the services of 11,000 buses but out of the 5,000 buses here, over 1,000 are out of service.

“He [Kejriwal] could not procure more than 100 buses during the last five years and admitted that his tenders have failed again and again and even after that he is giving guarantee of providing world-class transport system,” Mr. Goel argued.

The most important issue was that of drinking water in which Mr. Kejriwal had “completely failed”, Mr. Goel said, adding that “'Har Ghar Nal Se Shuddh Jal” was a Central government scheme.

Similarly, the former Delhi BJP chief said basic amenities to be provided in unauthorised colonies or Jahan Jhuggi Wahan Makan, which is also a Central government scheme but Mr. Kejriwal was “misleading the people” by including these in his guarantees.

“Kejriwal has distributed fake certificates in the name of survey of jhuggies and termed it as Mukhyamantri Aawas Yojna, which is completely false. There has been a manifold increase in the sale of air and water purifiers besides that of mineral water, which show Kejriwal’s failure in these sectors,” Mr. Goel alleged.

“Kejriwal had promised to add 30,000 beds in government hospitals but could not add even 300. There are 400 ventilators in government hospitals out of which 50 do not work. He had promised to open 900 primary health centers but not a single opened…,” he added.

After JP Nadda was elected unopposed as the 14th BJP president on Monday, former Delhi BJP chief and Rajya Sabha MP Vijay Goel stated that the Bharatiya Janata Party will grow under JP Nadda's leadership.
Several senior BJP leaders including Amit Shah, Rajnath Singh, and Nitin Gadkari attended the announcement ceremony of the new BJP President. JP Nadda will step into his predecessor  Amit Shah's shoes as the new party President. 

Elected unopposed
JP Nadda was elected unopposed as the 14th party president. Many Chief Ministers from ruling BJP states also attended Nadda's election as party president. Home Minister Amit Shah, Defence Minister Rajnath Singh, Road Transport Minister Nitin Gadkari, Sports Minister Kiren Rijiju, Information, and Broadcasting Minister Prakash Javadekar were among the ones to be present at the ceremony.

JP Nadda is a veteran party leader with strong RSS (Rashtriya Swayamsevak Sangh – the BJP's ideological mentor) roots. He was MLA in Himachal Pradesh for three terms before he moved to the Central government as a Cabinet Minister from 1998 to 2003. 

Amit Shah had written to the Prime Minister in June 2019 requesting that his job of party chief be given to someone else as he had to focus completely on the responsibilities of being Home Minister. Nadda will set his eyes on the upcoming Assembly polls in Delhi and will hope to deliver big in Delhi.

After Delhi, it will be Bihar, where it is in power with ally Nitish Kumar. The party has also launched a mega campaign in Bengal, which will vote in 2021.

भाजपा ने पहली सूची जारी कर दी है। अधिकांश पुराने नाम हैं। प्रत्याशियों के चयन के बाद भाजपा की क्या संभावनाएं देख रहे हैं?

पार्टी में प्रत्याशी चयन के लिए पूरी प्रक्रिया है। सबसे बड़ी बात प्रत्याशी का जिताऊ होना है। दिल्ली की जनता ‘आप' सरकार को देख चुकी है। झूठ के नाम पर सरकार चलाई जा रही है। हम दिल्ली की सत्ता में वापस आ रहे हैं।

पहली लिस्ट में 57 नाम हैं। क्या 13 सीटों पर सहमति नहीं है? मुख्यमंत्री के सामने कौन चुनाव लड़ेगा?

नहीं, ऐसा नहीं है। पार्टी सभी स्तर पर मंथन कर टिकटों की घोषणा कर रही है। कल दूसरी लिस्ट भी जारी हो जाएगी। सीएम के सामने भी जीतने वाले प्रत्याशी को उतारा जाएगा।
दिल्ली में भाजपा किन-किन मुद्दों पर चुनाव लड़ेगी?

कुछ काम ही नहीं हुआ है। पूरी दिल्ली में समस्या है। प्रदूषण और गंदा पानी दिल्ली के लिए बड़ा मुद्दा है। अगर केंद्र के प्रयास से पेरिफेरल एक्सप्रेस वे नहीं बनता तो दिल्ली में प्रदूषण का क्या हाल होता? दिल्ली सरकार ने इन मुद्दों पर कुछ नहीं किया। सीवर, सड़क, पानी सभी के लिए जनता परेशान है। हम दिल्ली के लिए पूरा संकल्प पत्र जारी करेंगे।

‘आप' सरकार की मुफ्त योजनाओं को चुनाव में कितनी बड़ी चुनौती मानते हैं?

जनता सब जानती है। साढ़े चार साल तक कुछ काम नहीं किया गया। अब आखिर में कुछ मुफ्त योजनाओं की घोषणा की गई है। अगर ‘आप' सरकार का मन साफ था तो जनता को पूरे पांच साल इन योजनाओं का लाभ देना चाहिए था। जिन मुद्दों को लेकर ‘आप' ने चुनाव लड़ा था, सभी को भुला दिया गया है। उन्होंने ऐसे लोगों को उम्मीदवार बनाया है, जिन पर आरोप है। दिल्ली की जनता निगम और लोकसभा के चुनाव में उसे नकार चुकी है।

सीएए और एनआरसी चुनाव में कितना बड़ा मुद्दा बनेगा?

ये चुनाव में बड़ा मुद्दा बनेंगे। ‘आप' और कांग्रेस इस तरह के आंदोलन के पीछे हैं। यह कानून किसी की नागरिकता वापस लेने के लिए नहीं है। दिल्ली के लोग देख रहे हैं कि किस तरह शाहीन बाग में एक महीने से सड़क बंद है। लोगों को जाम से जूझना पड़ रहा है। कौन लोग हैं जो प्रदर्शन करवा रहे हैं। इसके खिलाफ दिल्ली की जनता वोट करेगी।

पहली बार भाजपा बगैर सीएम प्रत्याशी के चुनाव लड़ रही है?

कई राज्यों में पार्टी ने बगैर सीएम प्रत्याशी चुनाव लड़ा। वहां अच्छे परिणाम मिले हैं। दिल्ली में संगठन और मोदी सरकार के काम के आधार पर चुनाव लड़ा जा रहा है।

आपका नाम भी सीएम प्रत्याशी के लिए चर्चा में था। आप विधानसभा चुनाव नहीं लड़ रहे हैं। क्या आप दिल्ली की स्थानीय राजनीति में सक्रिय नहीं रहेंगे।

नहीं ऐसा नहीं है। मैं पहले भी लोकसभा चुनाव लड़ा हूं। अब राज्यसभा से सासंद हूं। केंद्र सरकार में मंत्री रहा हूं। उसी तौर पर भूमिका है। बाकि हमारे यहां सभी फैसले संगठन से लिए जाते हैं।

अगर दिल्ली की राजनीति की बात करें तो भाजपा सांसद विजय गोयल लोगों के बीच एक जमीनी और मजबूत नेता के तौर पर जाने जाते हैं। भाजपा की रैलियों में भीड़ जुटाने की जिम्मेदारी सबसे ज्यादा उन्हीं पर होती है। उनकी कर्मठता की तारीफ स्वयं प्रधानमंत्री नरेंद्र मोदी भी कर चुके हैं। वे लगातार धरना, प्रदर्शन और कार्यक्रमों के जरिये अरविंद केजरीवाल सरकार को घेरने की कोशिश कर रहे हैं। विधानसभा चुनाव की तैयारियों के बीच हमारे संवाददाता अमित शर्मा ने उनसे मुलाकात की और विभिन्न मुद्दों पर उनसे बातचीत की। प्रस्तुत है वार्ता के प्रमुख अंश-प्रश्नः इस चुनाव में अरविंद केजरीवाल की सबसे बड़ी ताकत उनकी मुफ्त की योजनाएं मानी जा रही हैं। चुनाव में आप इन योजनाओं का मुकाबला कैसे करेंगे?  

हम नहीं, जनता उनके इन दावों का मुकाबला करेगी। जनता उनसे सवाल पूछ रही है कि आपने इस योजना को अभी क्यों लागू किया? पांच साल पहले से इनकी शुरुआत क्यों नहीं की? मैं आपसे दावे के साथ कह सकता हूं कि आम आदमी पार्टी की ये मुफ्त की योजनाएं काम नहीं करने वाली हैं। अरविंद केजरीवाल ने इन योजनाओं की शुरुआत अंतिम समय में चुनावी लाभ पाने के लिए किया है।क्या इस साल के पहले कभी भैया दूज नहीं होती थी? फिर उन्होंने पांच साल से इस योजना की शुरुआत क्यों नहीं की? इसका जवाब उन्हें जनता ही देगी। जनता को यह पता है कि ये वही केजरीवाल हैं जिन्होंने उसे केंद्र सरकार की पांच लाख की आयुष्मान योजना का लाभ नहीं लेने दिया, ये वही हैं जिन्होंने जनता को प्रधानमंत्री आवास योजना का लाभ नहीं लेने दिया। जनता ऐसी सरकार को वोट क्यों देगी जो उसे सुविधाएं देने की बजाय उनमें बाधा बनना चाहता है?प्रश्नः पिछले कुछ चुनावों में भाजपा को लगातार हार का सामना करना पड़ रहा है। हरियाणा में आप समझौते कर अपनी सरकार बचा सके तो महाराष्ट्र में जीत हासिल कर भी सत्ता से दूर रह गये। क्या इन परिणामों का असर दिल्ली में भी होगा?

फिलहाल तो आप दिल्ली की बात कीजिए, और दिल्ली की सच्चाई यह है कि आम आदमी पार्टी 2015 के बाद आज तक कोई चुनाव नहीं जीत पाई है। सबसे नजदीक में अभी-अभी लोकसभा चुनाव बीते हैं। केजरीवाल सातों सीट जीतने का दावा कर रहे थे। जब रिजल्ट आया तो पता चला कि वो एक भी सीट नहीं जीत पाए। पांच सीटों पर केजरीवाल की जमानत जब्त हो गई।

दिल्ली में तीसरे नंबर पर खिसक गये। लोकसभा छोड़िये, वे एमसीडी चुनाव तक नहीं जीत पाए। उनकी मुफ्त की योजनाएं, तो तब भी चल रही थीं। फिर कैसे उन्हें लगता है कि वो विधानसभा चुनाव जीत लेंगे। इसके पहले वे बनारस (वाराणसी) हारे, यूपी हारे, पंजाब में बुरी तरह हारे, हरियाणा में हारे, गोवा हारे, महाराष्ट्र हारे। अरविंद केजरीवाल चुनाव हारने का विश्व रिकॉर्ड बना चुके हैं। 

प्रश्नः चुनाव सिर पर हैं, और आपके शीर्ष नेताओं के बीच मतभेद कम नहीं हो रहा है। क्या इसका असर चुनावों पर नहीं पड़ेगा?

आपको कहां मतभेद दिख गया? कौन सा ऐसा कार्यक्रम है, जहां सभी नेताओं ने कंधे से कंधा मिलाकर काम नहीं किया? ये सब केवल मीडिया का अनुमान है, जबकि असलियत में ऐसा कुछ भी नहीं है। सभी लोग मिलकर काम कर रहे हैं। 

रोजाना प्रेस कांफ्रेंस में सभी नेता एक-दूसरे के साथ दिख रहे हैं। वरिष्ठ नेताओं से लेकर जमीन के कार्यकर्ताओं तक सभी एकजुट होकर अरविंद केजरीवाल सरकार को उखाड़ फेंकने के लिए लगातार मेहनत कर रहे हैं।

प्रश्नः पिछली बार किरण बेदी के चेहरे पर चुनाव लड़ा था। उससे पहले हर्षवर्धन के नाम पर वोट मांगे थे। इस बार अभी तक पार्टी का चेहरा स्पष्ट नहीं हो सका है?

देखिए, हम सामूहिक रूप से चुनाव लड़ेंगे। यह सब पार्टी का केंद्रीय नेतृत्व तय करता है। किसी राज्य की स्थिति के हिसाब से उन्हें जो उचित लगता है, वह करते हैं। हम कार्यकर्ता हैं और हम वही काम कर रहे हैं जो जिम्मेदारी हमें दी गई है। जहां तक चेहरे की बात है, तो हमारे सामने केवल दो चेहरे हैं- प्रधानमंत्री नरेंद्र मोदी और पार्टी अध्यक्ष अमित शाह। बाकी जो तय होगा वो आपको पता चल ही जायेगा।

प्रश्नः आपके संकल्प पत्र में कौन से ऐसे मुद्दे होंगे जिन पर जनता आपको चुनेगी?  

दिल्ली के लिए हम बड़ी योजनाओं के साथ जनता के सामने जायेंगे। प्रदूषण हमारा बड़ा मुद्दा होगा। अगर केंद्र सरकार ने ईस्टर्न और वेस्टर्न पैरिफेरल सड़कें न बनवाई होतीं, तो आज दिल्ली में सांस लेने लायक भी हवा न बचती। दिल्ली सरकार ने प्रदूषण पर कोई काम ही नहीं किया। यमुना तक साफ नहीं कर सके।

कभी हाईकोर्ट इन्हें डांट रहा है, तो कभी NGT इन पर जुर्माना लगा रहा है। इसके आलावा अन्य भी भारी योजनायें रहेंगी। कच्ची कॉलोनियों को पक्का करने का काम हम जनता को दिखायेंगे। 

प्रश्नः आपने आम आदमी पार्टी के प्रत्याशियों पर गंभीर आरोप लगाए हैं। क्या आप यह दावा करते हैं कि भाजपा के सभी प्रत्याशी बिल्कुल साफ-सुथरी छवि के होंगे? 

राजनीति में राजनीतिक केस हों तो यह बात समझ आती है, लेकिन आम आदमी पार्टी के प्रत्याशियों पर महिलाओं से दुर्व्यवहार, चेन स्नेचिंग और दंगे भड़काने जैसे गंभीर आरोप हैं। केजरीवाल ने जिस तरह हिन्दू विरोधी गतिविधियों में लिप्त लोगों को टिकट दिया है, मुझे आशंका है कि वे चुनाव के पहले सांप्रदायिक दंगे भी करवा सकते हैं।

यह चुनाव बिल्कुल जमीनी मुद्दे पर होगा और उनके विधायकों ने कोई काम नहीं किया है, इसलिए केजरीवाल कोई भी गलत तरीका अपना सकते हैं।

Addressing a press conference, former Delhi BJP chief and Rajya Sabha member Vijay Goel claimed that several candidates in the list had cases of corruption, violence, rape, rioting and other criminal offences against them.
Goel claimed that no candidate finalised by BJP would have a case of corruption, crime or communalism registered against them. “People of Delhi need to think in the light of the candidates of AAP as to what kind of public representatives they want,” Goel said.
