एनबीटी न्यूज, नई दिल्ली : बीजेपी के राज्य सभा सांसद विजय गोयल ने कहा कि ऑड-ईवन के मसले पर शुक्रवार को सुप्रीम कोर्ट ने वही रूख रखा है, जिसके बारे में वह शुरू से ही बोलते रहे हैं कि ऑड-ईवन लागू करने से दिल्ली के प्रदूषण को कोई खास फायदा नहीं होने वाला है। उन्होंने कहा कि ऑड-ईवन से आम लोगों को परेशानी झेलनी पड़ रही है और इसके ऊपर सरकारी खजाने से करोड़ों रुपये बर्बाद किए जा रहे हैं। गोयल ने ऑड-ईवन के दौरान दिल्ली सरकार की ओर से किए गए खर्च की उच्च स्तरीय जांच कराए जाने की मांग की है। साथ ही कहा है कि केजरीवाल सरकार को प्रदूषण को कम करने पर दूरगामी उपायों पर काम करना चाहिए।

NEW DELHI: BJP leader and Rajya Sabha MP Vijay Goel on Thursday staged a fresh protest against the Odd-Even’ vehicle rationing scheme, saying the city has become a “gas chamber” despite its implementation.
Goel, who had last week violated the rule and was fined Rs 4,000, was joined by his supporters who carried placards reading ‘Pradushan Ki Jimmedar Kejriwal Sarkar, Odd-Even Hai Bekar’ (Kejriwal government responsible for pollution, ‘Odd-Even’ is useless), at the ITO crossing.
“Despite the implementation of the ‘Odd-Even’ scheme, Delhi has turned into a gas chamber. Who will Arvind Kejriwal now blame for it as stubble burning isn’t there and Diwali can no longer be held responsible for it,” Goel said.
Chief Minister Arvind Kejriwal on Wednesday raised the issue of stubble burning in neighbouring Haryana and Punjab, accusing the BJP and Congress governments of not following Supreme Court orders to prevent the practice.
“There are fresh reports of stubble burning (in Punjab and Haryana). I am highly disappointed that (these) states are not obeying the directions issued by the Supreme Court. People in Delhi are suffering and I am very concerned about their health,” Kejriwal was quoted as saying.
“I am not against the ‘Odd-Even’ rule, but the political mileage being sought by Kejriwal in the garb of the plan in view of coming Assembly elections,” the BJP leader said. The vehicle rationing plan to cut emissions came into effect on November 4.

भाजपा नेता और राज्यसभा सदस्य विजय गोयल ने बृहस्पतिवार को वाहन चलाने की सम-विषम योजना के खिलाफ नये सिरे से प्रदर्शन करते हुए कहा कि इस उपाय को लागू करने के बाद भी दिल्ली ‘गैस चैंबर’ बनी हुई है।
गोयल ने सम-विषम योजना शुरू होने वाले दिन भी इसका उल्लंघन किया था और उन पर 4000 रुपये का जुर्माना लगाया गया था।
बृहस्पतिवार को आईटीओ चौराहे पर उनके प्रदर्शन में कई समर्थक भी शामिल हुए जिनके हाथ में ‘प्रदूषण की जिम्मेदार, केजरीवाल सरकार, ऑड इवेन है बेकार’ के नारे लिखे पोस्टर थे।
गोयल ने कहा, ‘‘सम-विषम योजना को लागू करने के बाद भी दिल्ली गैस चैंबर बनी हुई है। अब अरविंद केजरीवाल इसके लिए किसे जिम्मेदार ठहराएंगे। पराली नहीं जलाई जा रही और अब तो दिवाली को भी इसके लिए जिम्मेदार नहीं ठहराया जा सकता।’’
मुख्यमंत्री अरविंद केजरीवाल ने बुधवार को भी पड़ोसी राज्यों हरियाणा और पंजाब में पराली जलाये जाने का मुद्दा उठाते हुए इन राज्यों की सरकारों पर उच्चतम न्यायालय के आदेश का पालन नहीं करने का आरोप लगाया।
गोयल ने कहा कि केजरीवाल ने पांच साल तक तो कुछ नहीं किया और अब सम-विषम योजना लाए हैं।
उन्होंने कहा, ‘‘मैं सम-विषम योजना के खिलाफ नहीं हूं, बल्कि आने वाले विधानसभा चुनाव के मद्देनजर योजना की आड़ में राजनीतिक लाभ उठाये जाने के, केजरीवाल के प्रयास के खिलाफ हूं।’’
दिल्ली में चार नवंबर से वाहन चलाने की सम-विषम योजना शुरू हुई थी जो 15 नवंबर तक चलेगी। हालांकि केजरीवाल ने कहा है कि जरूरत पड़ने पर इसे बढ़ाया जा सकता है।
Republic- Vijay Goel: ‘Kejriwal Government Did Not Act On The Major Factors Causing Pollution’
Rajya Sabha Member of Parliament (MP) and BJP leader Vijay Goel on Thursday said that the Arvind Kejriwal-led Delhi government has not dealt with major causes of pollution in its five-year term and has implemented the odd-even rule as a 'drama'. "The Kejriwal government did not act on the major factors causing pollution in its term of five years. In its last year of governance, Kejriwal enacted the odd-even rule which is just a drama. I am not against the rule as such but I oppose the lax way of implementation of the rule by the Delhi government," Goel told ANI. "Pollution is majorly caused by road dust, construction dust and burning of garbage. Kejriwal government did not act on these factors and imposed the odd-even rule as a populist measure," Goel added.
Private and government-run schools in the Delhi and NCR region remain closed for Thursday and Friday as the air quality remains in the 'severe' category as of Thursday morning. The Air Quality Index (AQI) docked at 472 with particulate matter (PM) 2.5 levels at 322 and PM 10 levels at 487 at 8:30 in the morning, said System of Air Quality and Weather Forecasting And Research (SAFAR). An AQI between 201 and 300 is considered 'poor', 301-400 'very poor' and 401-500 'severe'. An AQI above 500 falls in the 'severe plus' category.
"The effective stubble fire counts estimated by Safar-integrated multi-satellite methodology has shown a decreasing trend (480 counts on November 12). Hence, a decline in biomass share in Delhi's air quality is estimated as 13 per cent for November 14 in spite of favourable transport-level wind trajectory," SAFAR stated. Air quality condition is likely to marginally improve by Friday, but a reasonable improvement to the 'very poor' is expected only by November 16.
The Supreme Court, on Wednesday, criticised the Centre over deteriorating air quality in Delhi and asked the government to find a solution to the problem of air pollution. It asked the Centre to explore Hydrogen based fuel technology to find a solution to reduce air pollution in North India and Delhi-NCR. In reply, the Centre also told the Supreme Court that it is exploring technology, including that from Japan and is trying to tackle air pollution. Furthermore, it has been decided that the Centre will submit a report on the issue by December 3.
Goel highlights failures of Kejriwal government Odd-even by holding placard of “pradooshan ki jimmedaari, Kejriwal sarkaar”.
New Delhi, November 14, 2019: Calling Kejriwal's odd even a drama and an election gimmick, MP and former BJP Delhi President Vijay Goel expressed displeasure by holding a placard at ITO chowk. The placards read "pradooshan ki jimmedaar, Kejriwal sarkaar, Odd-Even hai bekar". Goel was surrounded by hundreds of people holding the placards against odd-even. A lot of people stopped their cars en route to tell Goel how odd-even is causing them great inconvenience. Kejriwal government is not doing anything except to cause them inconvenience.
Goel said that Kejriwal government is neither taking pollution seriously nor odd-even.
They've been blaming stubble burning on increased pollution levels then what is the need of Odd-even?
If they've to implement odd even sporadically then what is the point of Odd-even?
If 70% vehicles have been exempted from Odd-Even, how will it curb any pollution levels?
Goel said that Odd even is a mere gimmick to waste crores of taxpayers' money on advertisements. Thousands of volunteers have been hired in the name of Odd-even. Delhi has become a gas chamber.
Goel said that Kejriwal government failed to work on 90% of internal factors which cause Pollution. Now Kejriwal is under the false impression that he can mislead the people of Delhi by five days odd-even.
Goel said that Kejriwal should resign for making Delhi a gas chamber.
Even Supreme court has raised serious questions on the implementation of Odd-Even including a report of 2016-17 Odd Even and its impact analysis.
Goel said that even CPCB, DPCC EPCA etc have claimed that Odd-Even doens't impact pollution levels and even supreme court had noted that cars cause less pollution as compared to exempted two wheelers.
Goel appealed to RWAs, traders association to help curb Pollution at their own levels and inform the public how Kejriwal is fooling them in the name of Odd-even.
The Hindu- BJP demands White Paper on effectiveness of odd-even
BJP MP Vijay Goel on Tuesday demanded that the Aam Aadmi Party (AAP) government release a White Paper on the effectiveness of the ongoing odd-even scheme in reducing pollution in the Capital.
Mr. Goel alleged that the city continued to remain “a gas chamber” despite the implementation of the road-rationing scheme.
“On whom will [Chief Minister] Arvind Kejriwal shift the blame now? Even he knows that odd-even does not have any impact on pollution levels. The Delhi government is not worried about pollution levels despite the air quality being hazardous,” Mr. Goel said.

New Delhi, 13th November, 2019: Holding Kejriwal government responsible for pollution in Delhi and on failure of Odd-Even, MP and former BJP Delhi President, Vijay Goel, will stand at ITO red light tomorrow holding placards of “na Diwali na parali, fir kyun hai dilli kaali”; “Odd-Even hai fail,, croreon kharch karne par Kejriwal ko bhejo jail”. Air quality at ITO today was hazardous at 400.
Goel said that the purpose of this is to highlight the failure of Odd-Even. He demanded that Kejriwal should inform the public about how much money he has wasted on advertisement of Odd-Even.
Goel questioned that now even stubble is not being burnt nor is Diwali being celebrated, what is the reason of pollution in Delhi now? Despite Odd-Even, Delhi has become a gas chamber. Whom will Kejriwal blame now?
Goel said that Odd-Even is just a joke for Kejriwal government. Even Supreme Court appointed EPCA has questioned the intent of Odd-Even stating that what is its purpose if more than 70% of vehicles have been exempted from it? Goel said that EPCA’s chairperson Bhurelal Ji and member Sunita Narain have been repeatedly emphasising on increasing public transportation in Delhi but Kejriwal government miserably failed to take any step in this direction in last five years.
Highlighting the grave situation in Delhi, Goel told that Praja foundation has recently released a white paper and according to it, Delhi has had only four “good” air days in last five years. Average air quality of Delhi in last four years has been in “very poor” category. Approximately, 10000 people lost their lives because of respiratory disorders in Delhi itself.
Goel told that since 4th November, more than 3000 people have been challaned for violating Odd-Even. This is the biggest example of failure of the scheme and how much inconvenience it has been causing to tehse people. Neither did Kejriwal government spread awareness about the scheme beforehand nor did it take any steps to improve public transport infrastructure. It also hindered the implementation of Metro Phase IV and did not let Central government work either.
Goel questioned that Delhi has had bad air quality throughout the year. Why is that Kejriwal did not do carpooling then or Sisodia Ji rode a bicycle to work? Was this just a gimmick for one day?

New Delhi, November 12, 2019: MP and former BJP Delhi President, Vijay Goel, said that Kejriwal government has not taken Odd-Even seriously and demanded that Kejriwal government should release a white paper to inform the people about the effectiveness of Odd-Even in reducing pollution levels.
Taking a jibe at Kejriwal, Goel said that on whom will Kejriwal shift the blame now? Even Kejriwal ji knows that odd-even does not have any impact on pollution levels. Therefore, instead of emotions and respect, Kejriwal ji has given Odd-Even exemption for two days. In actuality, Kejriwal government is not worried about pollution levels despite the air quality being hazardous.
Goel questioned Kejriwal government that whom will he blame now for pollution levels? Now, there is no stubble burning taking place neither Diwali is there. Goel said that despite Odd-Even, Delhi has become a gas chamber, whom will Kejriwal blame for this now?
Goel said that Kejriwal government slept on the issue of pollution in last five years and now just a few months before elections, they have rolled out the gimmick of Odd-Even to cause discomfort to common people.
Goel told that so far over 3000 people have been challaned for Odd-Even. This only means that people are facing inconvenience because of Odd-Even. Neither did Kejriwal government inform people about Odd-Even beforehand nor did it improve public transportation by procuring more buses. In fact, the strength of buses in Delhi reduced by 1000, Kejriwal government also hindered the implementation of Metro Phase IV and did not let the Central Government work. Kejriwal government has wasted crores on showing advertising his photos across the capital.
Goel told that Kejriwal is not treating the problem of pollution seriously. Even the Supreme Court rebuked Kejriwal government for this. Supreme Court had questioned Kejriwal Government about the effectiveness of Odd-Even and if any impact assessment was carried out by Kejriwal government for the same. Supreme Court had also asked the Delhi government to provide proof of reduction in pollution levels by Odd-Even.
Goel demanded that Kejriwal government should disclose the amount spent on 15 days of Odd-Even advertisements on radio, TV, SMS, Newspapers etc.
Goel demanded the following from Kejriwal government and asked for answers—
i. Kejriwal government should release white papers on Odd-Even;
ii. Kejriwal should inform people how much Odd-Even benefitted the people and how much it helped in reducing pollution levels, if any?
iii. If Odd-Even reduces pollution levels, then why is Delhi facing spike in pollution levels?
iv. What all steps did Kejriwal government take in last five years to address the issue of pollution in Delhi?
v. How much has Kejriwal government wasted on advertisements of Odd-Even in newspapers, SMS, television, hoardings etc?

New Delhi, November 11, 2019: On the occasion of Guru Nanak's 550th birth anniversary "Guru Parv" , MP and former BJP Delhi President, Vijay Goel paid obeisance and offered "jodon ki sewa" at the Bangla Sahib Gurudwara in Delhi.
Goel said that the true meaning of offering prayers and rituals is by helping the poor. Sewa does not mean offering services at only religious places, it also means helping the underprivileged wherever possible.
Thanking Modi ji, Goel said that with the opening of Kartarpur Corrdior, thousands of Sikhs spread across India will be able to visit and offer prayers at historic Darbar Sahib Gurudwara in Pakistan.
Goel said that those politicising Kartarpur can politicise it as much as they want but unlike them, Modi ji only works and delivers. Let it be Kartarpur, Ram Mandir, Teen Talaq, Article 370 or GST.
Goel said that everyone should learn from the teachings of Guru Nanak Ji in their life. Along with offering prayers, we should also not discriminate on the basis of caste, creed or religion, and all religion are one etc to imply in our day to day life.
Goel said that we should spread message of Guru Nanak Ji across the world.
Goel said that Sikhs across the world are offering seva let it be in conflict zones of Syria, Iraq ,Iran or places struck with natural calamities like earthquake, floods etc. Sikhism means sacrifice.

नई दिल्ली 10 नवम्बर, 2019: भारतीय जनता पार्टी के नेता अनाधिकृत कालोनियों में कॉलोनियां किस तरह से नियमित होंगी यह बताने के लिए भिन्न-भिन्न क्षेत्रों में गए विकासपुरी की सैनिक एन्क्लेव कालोनी में सांसद एवं पूर्व अध्यक्ष दिल्ली भाजपा विजय गोयल ने लोगो को सम्बोधित करते हुए कहा कि जनता केजरीवाल के बहकावे में और झूठ में न आए। हमारे देश के प्रधानमंत्री ने खुद अनाधिकृत कालोनी की आरडब्ल्यूए के लोगों के सामने ‘पीएम उदय’ योजना का ऐलान किया है, जिससे 1797 अनाधिकृत कालोनियों में रहने वाले 40 लाख लोगों को अपने मकानों का मालिकाना हक दे दिया जाएगा और वह भी बहुत ही मामूली शुल्क पर। इसके बाद उनको अपने मकानों, फ्लैटों पर ऋण भी मिल सकेगा, उनके सिर से सीलिंग व अवैध होने की तलवार भी हट जाएगी और उनकी कालोनियों में विकास के काम भी तेजी से शुरू हो जाएंगे। भाजपा अनाधिकृत कालोनियों में रहने वाले लोगो के बीच हस्ताक्षर अभियान भी करवा रही है जिसके माध्यम से लोग मोदी जी का अनाधिकृत कालोनियों को नियमित करने के लिए धन्यवाद कर रहे है
गोयल ने बताया कि केजरीवाल इस योजना पर क्यों शंका जता रहे हैं और लोगों को क्यों भ्रमित कर रहे हैं और क्यों झूठ बोल रहे हैं कि ये कालोनियां नियमित नहीं होंगी। गोयल ने कहा कि एक मुख्यमंत्री को यह शोभा नहीं देता कि प्रधानमंत्री जिस घोषणा को स्वयं करें, जिससे लोगों को फायदा हो रहा है, उसके खिलाफ बोलें। संसद के इसी सत्र में बिल लाया जाएगा ताकि इन कालोनियों की रजिस्ट्री का काम शुरू हो सके।
गोयल ने स्पष्ट किया कि इन कालोनियों को मालिकाना हक देने में दिल्ली सरकार की कोई भूमिका नहीं होगी, इसलिए उनसे गुमराह नहीं हों। जो कुछ करेगी, वह केन्द्र सरकार के अन्तर्गत डीडीए करेगी। इसमें प्रक्रिया बताते हुए गोयल ने कहा कि इसका एक पोर्टल बनेगा, जिसमें ऑनलाइन आवेदन करने पड़ेंगे। इन आवेदनों के ठीक पाए जाने पर उनको एक रजिस्ट्री दे दी जाएगी। 100 गज तक के प्लाॅट पर मुश्किल से 5000 रूपए भी नहीं लगेंगे, यदि वहां का सर्किल रेट 20,000 रूपए प्रति वर्ग मीटर है और यदि उस प्लाॅट पर 4 फ्लैट बने हैं तो 5000 रूपए 4 फ्लैटों में बटेंगे और हर फ्लैट वाले को मात्र 1250 रूपए ही देने पड़ेंगे।
गोयल ने कहा कि अगर किसी ने अपने मकान को पावर ऑफ अटार्नी पर खरीदा है तो उसको उन सब पुरानी खरीद-फरोख्त के कागजों की जरूरत नहीं है। उसे केवल अंतिम पावर ऑफ अटार्नी या अन्य अंतिम डाक्यूमेंट दिखाना होगा,जिसके आधार पर उसने प्राॅपर्टी खरीदी थी, उस पर सरकार रजिस्ट्री कर न्यूनतम शुल्क लेगी।
गोयल ने कहा कि इस संबंध में किसी भी अनधिकृत कालोनी की आरडब्ल्यू को स्पष्टीकरण चाहिए या इस योजना का खुलासा चाहिए तो मैं उनकी मीटिंग में आकर समझाने के लिए तैयार हूं या मेरे साथी भी आ सकते हैं।
गोयल ने कहा कि उनके निवास 10 अशोक रोड पर 17 नवंबर को अनधिकृत कालोनियों के बारे में जानकारी देने के लिए वह कैंप लगाएंगे।
